ในปี 2498 นายประดิษฐ์ วนาพิทักษ์ ป่าไม้เขตตาก ได้ร่วมกับผู้ว่าราชการจังหวัดตาก ริเริ่มจัดบริเวณน้ำตกลานสางเป็นวนอุทยานเพื่อเป็นสถานที่พักผ่อนหย่อนใจของประชาชน ต่อมาได้มีมติคณะรัฐมนตรี เมื่อวันที่ 7 ตุลาคม 2502 ให้กำหนดป่าลานสาง จังหวัดตาก และป่าอื่นๆ รวม 14 ป่า เป็นอุทยานแห่งชาติ
ปี 2504 กรมป่าไม้ได้ริเริ่มดำเนินการสำรวจเบื้องต้นป่าลานสาง และในปี พ.ศ. 2505 ในโครงการแผนพัฒนาภาคเหนือได้ให้ความช่วยเหลืออีกด้วย ในขั้นแรกกรมป่าไม้ได้ประกาศป่าลานสางเป็นป่าสงวนแห่งชาติ ตามกฏกระทรวงฉบับที่ 342 (พ.ศ. 2511) ออกตามความในพระราชบัญญัติป่าสงวนแห่งชาติ พ.ศ. 2507 ลงวันที่ 25 ตุลาคม 2511 ทั้งได้ดำเนินการจัดตั้งป่าสงวนแห่งนี้เป็นอุทยานแห่งชาติ ซึ่งอุทยานแห่งชาติลานสางโดย นายสุรินทร์ อร่ามกุล ได้รายงานผลการสำรวจตามหนังสืออุทยานแห่งชาติลานสางที่ กส 0708(ลส.)/พิเศษ ลงวันที่ 16 พฤษภาคม 2517 และโดยนายสมยศ สุขะพิบูลย์ นักวิชาการป่าไม้ 4 ตามหนังสือ ที่ กษ 0808(ลว.)/115 ลงวันที่ 5 พฤศจิกายน 2519 ปรากฏว่ามีสภาพป่าธรรมชาติที่สวยงาม ทั้งมีน้ำตกหลายแห่ง และสัตว์ป่าชุกชุม เหมาะสมจัดตั้งเป็นอุทยานแห่งชาติ
กองอุทยานแห่งชาติ ได้ดำเนินการจัดตั้งป่าลานสางเป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าลานสาง ในท้องที่ตำบลแม่ท้อ อำเภอเมือง จังหวัดตาก ให้เป็นอุทยานแห่งชาติ ในปี พ.ศ. 2522 ซึ่งประกาศในราชกิจจานุเบกษา เล่ม 96 ตอนที่ 80 ลงวันที่ 14 พฤษภาคม 2522 เป็นอุทยานแห่งชาติลำดับที่ 15 ของประเทศ
