การวัดความยากจนเชิงคุณภาพ โดยใช้ข้อมูลความจำเป็นขั้นพื้นฐาน เพื่อเน้นคุณภาพชีวิตที่กำหนดมาตรฐานขั้นต่ำไว้ กรมการพัฒนาชุมชน กระทรวงมหาดไทย ได้จัดทำตัวชี้วัดความจำเป็นขั้นพื้นฐาน (จปฐ) ซึ่งได้สำรวจจัดเก็บและวิเคราะห์ข้อมูลในระดับครัวเรือนในหมู่บ้าน นอกเขตเทศบาลตั้งแต่ปี 2531 จนถึงปี 2540 มีการปรับปรุงเครื่องชี้วัดความจำเป็นขั้นพื้นฐาน (จปฐ) และสามารถแบ่งได้เป็น 8 หมวดได้แก่
สุขภาพอนามัยดี
ที่อยู่อาศัยและสภาพแวดล้อมที่เหมาะสม
ได้รับการศึกษาและรับรู้ข่าวสารที่เป็นประโยชน์
ครอบครัวสุขสบาย
มีอาชีพและรายได้พอเพียง
มีส่วนร่วมในการพัฒนาชุมชน
มีการพัฒนาจิตใจ
มีจิตสำนึกและร่วมกันอนุรักษ์สิ่งแวดล้อม
