2) ปัจจัยที่มีผลต่อสัมฤทธิผลการนำนโยบายการพัฒนาทุนมนุษย์ไปปฏิบัติของนักศึกษารัฐประศาสนศาสตร์ในกลุ่มจังหวัดภาคกลางตอนล่าง มี 3 ด้าน ประกอบด้วย 13 ตัวแปร โดยตัวปัจจัยที่มีความสัมพันธ์กันกับสัมฤทธิผลการนำนโยบายการพัฒนาทุนมนุษย์ไปปฏิบัติ มี 11 ได้แก่ การสร้างความสามารถทางปัญญา วัตถุประสงค์ของนโยบาย ภาวะผู้นำของผู้บริหาร อาคารสถานที่และความปลอดภัย การส่งเสริมให้เกิดการพัฒนาเรียนรู้สิ่งใหม่ การสร้างพฤติกรรมการเรียนรู้ บุคลากรและการบริหารจัดการ การสร้างกลยุทธ์ในการแข่งขัน การสนับสนุนทรัพยากร ทัศนคติผู้ที่เกี่ยวข้อง อาคารสถานที่และความปลอดภัย โดยสามารถทำนายสัมฤทธิผลการนำนโยบายการพัฒนาทุนมนุษย์ของนักศึกษารัฐประศาสนศาสตร์ได้ร้อยละ 67.60 (Adjusted R2 =.676) ที่ระดับนัยสำคัญทางสถิติ .05 ส่วนปัจจัยที่ไม่ส่งผลต่อสัมฤทธิผลการนำนโยบายการพัฒนาทุนมนุษย์ไปปฏิบัติ ได้แก่ การบริหารจัดการให้เป็นคนเก่ง และภาพลักษณ์และกระบวนการให้บริการ
