ชิน บำรุงพงศ์ เกิดเมื่อวันที่ 11 กันยายน พ.ศ. 2471ที่อำเภอเมือง จังหวัดพิษณุโลก จบระดับประถมศึกษาที่โรงเรียนจีน (สิ่นหมิน)จังหวัดพิษณุโลก มีโอกาสได้เรียนทั้งภาษาไทย และ ภาษาจีน สอบได้ประกาศณียบัตรครู (ป.) เมื่อกระทรวงศึกษาธิการเปิดสอบวิชาครู เมื่อปี พ.ศ. 2494
ช่วงที่ทำงานได้เคยไปทำงานแถวห้าแยกพลับพลาไชย กรุงเทพฯ แต่ไม่นานเกิดสงครามโลก ครั้งที่ 2 จึงเดินทางกลับพิษณุโลก เมื่อสอบได้ประกาศนียบัตรครู ป.ได้ไปสอนหนังสือที่อำเภอสูงเนิน จังหวัดนครราชสีมา 1 ปี ย้ายไปสอนที่โรงเรียนศึกษาวัฒนา สามย่าน กรุงเทพฯ จนประมาณ พ.ศ. 2504 ลาออกไปเป็นเสมียนโรงไม้ที่จังหวัดพัทลุง เมื่อ พ.ศ. 2506 ได้เริ่มหันมาแปลงนวนิยายกำลังภายในเป็นหลักและยึดมาเป็นอาชีพจนปัจจุบัน
ชิน บำรุงพงศ์ เป็นคนที่มีความรู้ในเรื่องของภาษาจีนเป็นอย่างดี ชอบอ่านหนังสือที่เป็นทั้งภาษาไทยและภาษาจีนแต่พอลงมาอยู่ที่พัทลุงไม่มีหนังสือจีนให้เลือกอ่านเหมือนที่กรุงเทพฯ แต่ในแถวนั้นมีหนังสือ เรื่อง “มังกรหยก” เป็นที่นิยมอ่านของคนแถวนั้น จึงเกิดความคิดที่จะแปลงเรื่องจีนออกมาเป็นภาษาไทย พอได้มีโอกาสได้เข้ากรุงเทพฯ จึงไปพบ นายเวช กระตุฤษ์ เจ้าของสำนักพิมพ์เพลินจิตต์ เพื่อยื่นข้อเสนอให้พิจารณา ชลิต พรหมดำรง บรรณาธิการสำนักพิมพ์เพลินจิตต์ให้ทดลองแปลข้อความจากหนังสือพิมพ์จีนเมื่อให้คนจีนดูความถูกต้อง จึงได้เริ่มลองแปลงนวนิยายกำลังภายในไปให้ดู 1 เรื่อง ผลออกมาว่าไม่ชอบกับสำนวนที่แตกต่างไปจากของจำลอง พิศนาคะ ซึ่งเดินตามแนวภาษาหนังสือสามก๊ก แต่ชลิต พรหมดำรง ได้สนับสนุนให้พิมพ์เป็นเล่มปกอ่อนออกมาขายเพื่อหยั่นความนิยม เรื่องแรกชื่อ “กระบี่ล้างแค้น” ใช้นามปากกา ว.ณ เมืองลุง โดยมีที่มาจากชื่อย่อ “วิไล” ซึ่งเป็นผู้หญิงคนแรกที่เขารักเมื่ออยู่ที่พัทลุง ปรากฏว่าได้รีบความนิยมมาก จนหนังสือนั้นขายดีจนต้องพิมพ์ซ้ำถึงสองครั้งในเวลาเดียวกัน และเนื่องจากเรื่อง “กระบี่ล้างแค้น” มีความยาวถึง 100 เล่ม จึงได้แปลงเป็นอาชีพเพียงอย่างเดียว ระยะแรกมอบให้สำนักพิมพ์เพลินจิตต์พิมพ์จำหน่ายทั้งหมด กระทั่งสำนักพิมพ์เพลินหยุดกิจการ จึงได้มอบหมายให้สำนักพิมพ์ประพันธ์สาส์นดำเนินการเรื่อยมา และยังมีผลงานในหนังสือพิมพ์เดลิเมล์วันจันทร์ ไทยรัฐ และเดลินิวส์ในบางช่วง จากว.ณ เมืองลุง นั้นมีความสามารถในด้านการแปลเวลาทีแปลงนวนิยายจีนจึงใช้การแปลแบบพูดบันทึก ลงเทปโดยนำหนังสือตันฉบับภาษาจึนมากางแล้วพูดเป็นภาษาไทยในการแปลงแบบนี้ทำ ให้สามารถแปลได้วันละ 30-40 หน้า หรือเท่ากับหนังสือขนาดปกอ่อน 1 เล่ม ถ้านับผลงานจากเรื่องแรกเมื่อ พ.ศ 2506 จนประมาณ พ.ศ. 2531 เมื่อยุติการแปลเพราะอายุที่มาก จึงมีผลงานแปลกว่าร้อยเรื่อง ผลงานที่เป็นที่ชอบมากที่สุดในผลงานที่เคยได้แปลมาและได้รับความนิยมเพราะมี คุณธรรม มีปรัชญาชีวิต คือเรื่อง “ฤทธิ์มีดสั้น” กับ “จอมดาบหิมะแดง” เป็นผลงานของ โก้วเล้ง
