โครงสร้างพื้นฐานด้านคมนาคมขนส่งตามแนวระเบียงเศรษฐกิจเหนือ – ใต้ (North – South Economic Corridor:NSEC) เป็นหนึ่งในแผนงานพัฒนาความร่วมมือทางเศรษฐกิจที่สำคัญของ GMS เพื่อเชื่อมโยงไทย – พม่า – สปป.ลาว – จีน ตามแนวถนนเส้น R3 ซึ่งแบ่งเป็น 2 เส้นทาง คือเส้นทางสาย R3A เชื่อมโยงระหว่าง เชียงของ – หลวงน้ำทา – เชียงรุ้ง – คุนหมิง ซึ่งจะมีการก่อสร้างสะพานข้ามแม่น้ำโขงแห่งที่ 4 (เชียงของ – ห้วยทราย) โดยกำหนดเริ่มก่อสร้างต้นปี 2552 และคาดว่าแล้วเสร็จประมาณปี 2554 และเส้นทางสาย R3B เชื่อมโยงระหว่างแม่สาย – เชียงตุง – เชียงรุ้ง – คุนหมิง
