แนวทางการพัฒนาฯ ฉบับที่ 12 จะประกอบ

แนวทางการพัฒนาฯ ฉบับที่ 12 จะประกอบด้วย 7 เรื่องหลัก คือ
1.การพัฒนาเศรษฐกิจในภาพรวม ประกอบด้วยการลงทุนโครงสร้างพื้นฐานด้านคมนาคมขนส่ง และระบบโลจิสติกส์ของประเทศ สนับสนุนการเป็นฐานการผลิตของอุตสาหกรรมและบริการที่ทันสมัย การลงทุนเพื่อการบริหารจัดการทรัพยากรน้ำ ภายใต้ยุทธศาสตร์การบริหารจัดการทรัพยากรน้ำ ระยะปี 2558-2569 และการใช้ประโยชน์จากประชาคมเศรษฐกิจอาเซียน(เออีซี) การเปิดเสรีทางการค้าและการลงทุน
2.การพัฒนาเศรษฐกิจรายสาขา มุ่งส่งเสริมด้านการวิจัยและพัฒนา การพัฒนาผลิตภาพแรงงาน ยกระดับคุณภาพแรงงานทั้งในระบบและนอกระบบ การพัฒนาสินค้าหนึ่งตำบลหนึ่งผลิตภัณฑ์ (โอท็อป) การเพิ่มขีดความสามารถและสร้างแรงจูงใจให้เอสเอ็มอี การส่งเสริมผู้ประกอบการให้เข้มแข็งสู่เศรษฐกิจดิจิทัล การปรับโครงสร้างภาคอุตสาหกรรมและบริการ
3.การพัฒนาการเกษตรสู่ความเป็นเลิศด้านอาหาร โดยให้ความสำคัญกับการปรับโครงสร้างการผลิตภาคเกษตร และเร่งพัฒนาและขับเคลื่อนการผลิตเกษตรอินทรีย์อย่างจริงจัง เป็นต้น
4.การพัฒนาศักยภาพคนให้สนับสนุนการเจริญเติบโตของประเทศ และมีคุณภาพชีวิตที่ดี ประกอบด้วยการพัฒนาคนในทุกช่วงทุกวัยให้สนับสนุนการเติบโตของประเทศ ยกระดับคุณภาพการศึกษาและการเรียนรู้ การสร้างเสริมสุขภาพและป้องกันโรค และการสร้างความเป็นอยู่ที่ดีมีสุขของครอบครัวไทยให้เอื้อต่อการพัฒนาคน
5.การสร้างความเสมอภาคเพื่อรองรับสังคมสูงวัยอย่างมีคุณภาพ โดยการสร้างโอกาสในการเข้าถึงทรัพยากรและบริการทางสังคมอย่างเสมอภาค สร้างความมั่นคงด้านรายได้ และโอกาสในการประกอบอาชีพ การเข้าถึงกระบวนการยุติธรรมอย่างเสมอภาค และการสร้างความเข้มแข็งของชุมชนและการพัฒนาเศรษฐกิจชุมชน เป็นต้น
6.การพัฒนาพื้นที่ ภาค และการเชื่อมโยงภูมิภาค โดยการจัดตั้งเขตเศรษฐกิจพิเศษชายแดน พัฒนาและฟื้นฟูพื้นที่ฐานเศรษฐกิจหลัก และการพัฒนาด้านขนส่งและโลจิสติกส์เชื่อมโยงในประเทศและภูมิภาค โดยพัฒนาโครงข่ายทางหลวงพิเศษระหว่างเมือง พัฒนาโครงข่ายระบบรางเชื่อมโยงเมืองศูนย์กลางความเจริญทั่วประเทศ และพัฒนาระบบอำนวยความสะดวกด้านการค้าและการผ่านแดนที่มีความคล่องตัวในประตูการค้าชายแดนที่สำคัญ
7.การสร้างความเจริญเติบโตทางเศรษฐกิจและสังคมอย่างเป็นมิตรกับสิ่งแวดล้อม ตลอดจนการบริหารจัดการเพื่อลดความเสี่ยงด้านภัยพิบัติ เพื่อให้เกิดความเสียหายน้อยที่สุด และนำไปสู่การพัฒนาที่ยั่งยืน
