ในยุคเมืองศรีนครเขตและระยะแรกแห่งการสร้างเมืองศรีสะเกษ ได้มีการสร้างวัดมาก่อนแล้วหลายวัด ซึ่งแต่ละวัดได้ตั้งรายล้อมวัดพระโตทั้งสี่ทิศ เหมือนจะน้อมถวายสักการะแด่องค์หลวงพ่อโต บางวัดกลายเป็นวัดร้างแบบยั่งยืน ส่วนอีกบางวัด ได้รับการฟื้นฟูพัฒนาขึ้นมาใหม่ จนกลายเป็นวัดที่มีบทบาทสำคัญต่อการคณะสงฆ์และการพระศาสนาในปัจจุบัน อาทิ

พระยาวิเศษภักดี (ชม) ถึงแก่กรรม เมื่อ พ.ศ.๒๓๖๗ ดำรงตำแหน่งเจ้าเมืองศรีสะเกษ ๓๕ ปี (พ.ศ.๒๓๒๘-๒๓๖๗) ในยุคนี้ ถือว่าเป็นยุคทองของวัดพระโต ที่มีความเจริญรุ่งเรืองทุกด้าน ได้แก่ การปกครองคณะสงฆ์ การศึกษา การเผยแผ่และการสาธารณูปการ จึงถือได้ว่า ท่านพระยาวิเศษภักดี (ชม) เป็น พหุการกบุคคล ผู้มีอุปการคุณยิ่งยวดต่อวัดพระโต และเป็นปูชนียบุคคล ของปัจฉิมตาชน ผู้อุปถัมภ์ และทะนุบำรุงวัดพระโต และพระพุทธศาสนาสืบมาจนปัจจุบัน
