โปงลาง ถือได้ว่าเป็นเครื่องดนตรีที่เป็นเอกลักษณ์และเป็นสัญลักษณ์ของจังหวัดกาฬสินธุ์ ทั้งนี้เพราะโปงลางได้เปลี่ยนสภาพจากขอลอหรือเกราะลอ มาเป็นเครื่องดนตรีธรรมชาติประเภทเครื่องตีไม้ โดยปราชญ์ชาวบ้านของจังหวัดกาฬสินธุ์คือ นายเปลื้อง ฉายรัศมี ได้พัฒนาจนกลายมาเป็นเครื่องดนตรีชิ้นหนึ่ง บรรเลงร่วมกับเครื่องดนตรีพื้นบ้านอีสานชิ้นอื่น ๆ จนเกิดเป็นวงดนตรีโปงลาง มีการคิดท่าฟ้อนประกอบลายโปงลางรวมทั้งการแสดงต่าง ๆ ที่ดัดแปลงมาจากวิถีชีวิตธรรมชาติของคนชนบทอีสาน จนเป็นที่รู้จักและยอมรับกันโดยทั่วไป
เมื่อวันที่ ๒๖ กุมภาพันธ์ พ.ศ. ๒๕๓๓ สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี เสด็จทรงโปงลางที่วิทยาลัยนาฏศิลปกาฬสินธุ์ ทรงร่วมวงโปงลาง บรรเลงลายเต้ยโขงและลายลมพัดพร้าว ที่พลิ้วหวานจับใจ จังหวัดกาฬสินธุ์จึงถือเอาวันที่ ๒๖ กุมภาพันธ์ ของทุกปีเป็นวันเริ่มงานมหกรรมโปงลาง แพรวาและกาชาดจังหวัดกาฬสินธุ์สืบต่อกันมา
สำนักงานศึกษาธิการจังหวัดในฐานะผู้รับผิดชอบงานด้านศิลปะและวัฒนธรรม กำหนดให้มีการประกวดวงดนตรีและการแสดงโปงลาง โดยแบ่งประเภทวงออกเป็น ๓ ระดับ คือ ประถมศึกษา มัธยมศึกษา และระดับประชาชน โดยจัดให้มีการประกวดในช่วงเวลาของงานเทศกาลประจำปีที่ยิ่งใหญ่นี้คือ งานมหกรรมประกวดดนตรีโปงลาง งานเทศกาลผ้าไหมแพรวา ที่เป็นสุดยอดของดีเอกลักษณ์ของจังหวัดกาฬสินธุ์ อีกทั้งยังได้รับพระมหากรุณาธิคุณจากสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี พระราชทานถ้วยรางวัลชนะเลิศการประกวดดนตรีโปงลางระดับประชาชน ถ้วยรางวัลชนะเลิศระดับมัธยมศึกษา พระราชทานจากสมเด็จพระเจ้าลูกเธอเจ้าฟ้าจุฬาภรณ์วลัยลักษณ์อัครราชกุมารี และถ้วยรางวัลชนะเลิศระดับประถมศึกษาจากเลขาธิการคณะกรรมการวัฒนธรรมแห่งชาติ จากปี พ.ศ. ๒๕๓๕ เป็นต้นมา นับว่าเป็นปีทองของดนตรี
โปงลางของจังหวัดกาฬสินธุ์เพราะดนตรีโปงลางของจังหวัดกาฬสินธุ์ ได้สร้างชื่อเสียงให้แก่จังหวัดและประเทศไทย โดยได้รับรางวัลชนะเลิศในการประกวดดนตรีพื้นเมืองนานาชาติ ระดับมัธยมศึกษา ครั้งที่ ๑ ณ ประเทศตุรกี จนเป็นผลให้การแสดงดนตรีโปงลางของจังหวัดกาฬสินธุ์ เป็นที่ยอมรับกันทั่วไป
