การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาการดำเนินงานและข้อเสนอแนะ กิจกรรมพัฒนาและส่งเสริมระบบการดูแลช่วยเหลือนักเรียนในโรงเรียนขยายโอกาสทางการศึกษา อำเภอท่าสองยาง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 2 ประชากร ได้แก่ ครูผู้สอนโรงเรียนขยายโอกาสทางการศึกษาในอำเภอท่าสองยาง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 2 ปีการศึกษา 2557 จำนวน 10 โรงเรียน รวมทั้งสิ้น 307 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม และทำการวิเคราะห์ข้อมูลโดยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า การดำเนินงานกิจกรรมพัฒนาและส่งเสริมระบบการดูแลช่วยเหลือนักเรียนในโรงเรียนขยายโอกาสทางการศึกษา อำเภอท่าสองยาง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาตาก เขต 2 โดยรวมอยู่ในระดับมาก (µ = 4.10) เมื่อพิจารณาเป็นรายด้าน เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการเยี่ยมบ้าน อยู่ในระดับมาก (µ = 4.24) รองลงมา คือ ด้านการจัดประชุมผู้ปกครองชั้นเรียน (Classroom Meeting) อยู่ในระดับมาก (µ = 4.10) ด้านการจัดกิจกรรมโฮมรูม อยู่ในระดับมาก (µ = 4.04) และ ด้านกิจกรรมพัฒนาผู้เรียน(งานแนะแนว) อยู่ในระดับมาก (µ = 3.99) ตามลำดับ
ข้อเสนอแนะการดำเนินงาน การจัดกิจกรรมโฮมรูม คือ ครูควรสร้างความเป็นกันเองให้นักเรียนไว้ใจเพื่อจะได้ข้อมูลที่แท้จริง การเยี่ยมบ้าน คือ ครูประจำชั้นควรออกพบปะผู้ปกครองนักเรียน การจัดประชุมผู้ปกครองชั้นเรียน (Classroom Meeting) คือ ควรจัดประชุมให้ความรู้แก่ผู้ปกครองในการดูแลช่วยเหลือนักเรียน กิจกรรมพัฒนาผู้เรียน (งานแนะแนว) คือ ครูผู้สอนควรส่งเสริมนักเรียนให้ทำกิจกรรมต่าง ๆ เกี่ยวกับการแนะแนวเพิ่มมากขึ้น
