สำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิ่งแวดล้อม (สผ.) ในฐานะหน่วยงานประสานงานกลางของประเทศด้านสิ่งแวดล้อมเมืองที่ยั่งยืนในภูมิภาคอาเซียน ได้เห็นความจำเป็นในการจัดทำยุทธศาสตร์การขับเคลื่อนความร่วมมืออาเซียนด้านสิ่งแวดล้อมเมืองที่ยั่งยืน มุ่งสู่ข้อริเริ่มต่างๆ เช่น ส่งเสริมการใช้หลักปรัชญาเศรษฐกิจพอเพียงในการเดินหน้าประเทศไทยสู่การพัฒนาเศรษฐกิจ – สังคม คาร์บอนต่ำ การพัฒนาเมืองและสิ่งแวดล้อมทางกายภาพเพื่อมุ่งสู่เมืองที่เป็นมิตรกับสิ่งแวดล้อม การสนับสนุนให้องค์กรปกครองส่วนท้องถิ่นและภาคส่วนต่างๆ มีการดำเนินงานด้านสิ่งแวดล้อมเมืองและชุมชนเพื่อมุ่งสู่สังคมคาร์บอนต่ำ และมีความมุ่งหมายที่จะให้แผนยุทธศาสตร์ดังกล่าวเป็นกรอบแนวทางในการพัฒนาเมืองและชุมชนของประเทศไทยในการมุ่งสู่เมืองที่เป็นมิตรกับสิ่งแวดล้อมให้ปรากฏผลสำเร็จเป็นรูปธรรม ตลอดจนเสริมสร้างบทบาทของประเทศไทยในความร่วมมือด้านสิ่งแวดล้อมเมืองและชุมชมที่ยั่งยืนในภูมิภาคอาเซียน
