รายละเอียดของอาเซียน+3
กลุ่มอาเซียน+3 (ASEAN+3, ASEAN Plus 3, อาเซียนบวกสาม) จะประกอบด้วยสมาชิก 13 ชาติ คือ 10 ชาติสมาชิกอาเซียน อันได้แก่ ประเทศไทย ประเทศพม่า ประเทศมาเลเซีย ประเทศอินโดนีเซีย ประเทศฟิลิปปินส์ ประเทศสิงคโปร์ ประเทศเวียดนาม ประเทศลาว ประเทศกัมพูชา และประเทศบรูไน รวมกับประเทศจีน ประเทศญี่ปุ่น และประเทศเกาหลีใต้ โดยทั้ง 13 ประเทศจะมีประชากรรวมทั้งสิ้นกว่า 2,000 ล้านคน หรือประมาณ 1 ใน 3 ของประชากรของทั้งโลก และจะมีผลิตภัณฑ์มวลรวมในประเทศ หรือ GDP ถึง 9 ล้านล้านเหรียญสหรัฐ (ร้อยละ 16 ของ GDP รวมทั้งโลก) ในขณะที่ยอดทรัพย์สินที่เป็นเงินทุนสำรองระหว่างประเทศสูงถึง 3.6 ล้านล้านเหรียญสหรัฐ (สูงกว่า 50% ของเงินทุนสำรองของโลก)
เป้าหมายของการจัดตั้งอาเซียน+3
การจัดตั้งกลุ่มอาเซียน+3 นั้น มีวัตถุประสงค์เพื่อให้เกิดความร่วมมือกันของกลุ่มประเทศอาเซียนและประเทศที่มีขนาดเศรษฐกิจขนาดใหญ่อีก 3 ประเทศ ซึ่งรวมกันเรียกว่า ชุมชนเอเชียตะวันออก (East Asian Community) และมีข้อตกลงกันเพื่อความร่วมมือในด้านต่างๆ 5 ด้าน ดังนี้
1. ด้านการเมืองและความมั่นคง
2. ด้านความร่วมมือทางเศรษฐกิจและการเงิน
3. ด้านพลังงาน
4. สิ่งแวดล้อมและการเปลี่ยนแปลงของสภาวะอากาศโลก
5. ด้านสังคมและวัฒนธรรม
เป้าหมายความร่วมมือกันของอาเซียน+3 หรือประชาคมเอเชียตะวันออก
การรวมกันเป็นกลุ่มอาเซียน+3 จะเป็นการนำไปสู่การจัดตั้งประชาคมเอเชียตะวันออกในอนาคต ซึ่งชาติสมาชิกทั้งหมดจะร่วมมือและสนับสนุนกันในด้านต่างๆ โดยมีความร่วมมือ 6 ด้านที่จะต้องเร่งผลักดัน ดังนี้
1. การร่วมกันกำหนดกฎระเบียบในภูมิภาค
2. การตั้งเขตการค้าเสรี
3. ข้อตกลงความร่วมมือทางการเงินและการคลัง
4. เขตความร่วมมือและมิตรภาพเพื่อหลีกเลี่ยงการสะสมอาวุธ
5. การคมนาคมและเครือข่ายการสื่อสาร
6. ด้านสิทธิมนุษยชนและพันธะกรณีต่างๆ
ข้อริเริ่มเชียงใหม่ของกลุ่มอาเซียน+3
ในการประชุมรัฐมนตรีคลังอาเซียน+3 วาระพิเศษ (Special ASEAN+3 Financial Ministers Meeting) เมื่อปี ค.ศ. 2009 ได้มีการสนับสนุนการใช้เวทีหารือด้านนโยบายและกิจกรรมความร่วมมือต่างๆ ของภูมิภาคอาเซียน เช่น ข้อริเริ่มเชียงใหม่ (Chiang Mai Initiative: CMI) ซึ่งเป็นแนวความคิดด้านการเงินของภูมิภาค โดยจะมีการจัดตั้งกองทุนการเงินขึ้นมาใหม่เพื่อเป็นกันชนรองรับเศรษฐกิจที่อาจจะอ่อนแอในอนาคต
ที่ประชุมได้มีข้อสรุปเบื้องต้นว่า จะนำข้อริเริ่มเชียงใหม่มาขยายผลในทางปฏิบัติ โดยจะมีการจัดตั้งกองทุนสำรองระหว่างประเทศร่วมกันในภูมิภาคเอเชียตะวันออก จากเป้าหมายเดิม 80,000 ล้านเหรียญสหรัฐ เป็น 120,000 ล้านเหรียญสหรัฐ หรือประมาณ 4 ล้านล้านบาท โดย 3 ประเทศนอกกลุ่มอาเซียน คือจีน ญี่ปุ่นเและกาหลีใต้ จะลงขันในสัดส่วน 80% ของวงเงินดังกล่าว และประเทศในกลุ่มอาเซียนอีก 10 ประเทศ จะลงขันในส่วนที่เหลืออีก 20% ซึ่งกองทุนนี้จะมีรูปแบบคล้ายกองทุนการเงินระหว่างประเทศ เพียงแต่จะให้ความช่วยเหลือและเป็นหลักประกันให้กับกลุ่มประเทศสมาชิกอาเซียนเป็นหลัก ไม่ได้ให้ความช่วยเหลือทุกประเทศเหมือนกองทุนการเงินระหว่างประเทศ
อาเซียน+3 นั้น เป็นความร่วมมือที่จะสามารถสร้างประโยชน์และความมั่นคงในภาพรวมให้กับสมาชิกทั้ง 13 ประเทศ อีกทั้งยังสามารถสร้างอำนาจต่อรองในเวทีระหว่างประเทศได้อย่างมหาศาล
