เป็นความคิดริเริ่มของไทยในช่วงที่เป็นประธานอาเซียนในปี พ.ศ.2551–2552 โดยนายกรัฐมนตรี (นายอภิสิทธิ์ เวชชาชีวะ) ได้เสนอเรื่องของการเป็น Community of Connectivity เพื่อความเป็นปึกแผ่นของประชาคมอาเซียน และเพื่อส่งเสริมความสามารถในการแข่งขันในเวทีโลก โดยคำนึงถึงการตอบสนองผลประโยชน์ของประชาชนในประเทศซึ่งประเทศสมาชิกอาเซียนต่างเห็นด้วยกับข้อเสนอของไทย

ต่อมาในการประชุมสุดยอดอาเซียน ครั้งที่ 15 เมื่อปี พ.ศ.2552 ณ ประเทศไทย ได้เห็นชอบให้จัดตั้งคณะทำงานระดับสูงว่าด้วยความเชื่อมโยงระหว่างกันในอาเซียน (High Level Task Force on ASEAN Connectivity) เพื่อจัดทำแผนแม่บทว่าด้วยความเชื่อมโยงระหว่างกันในอาเซียน (Master Plan on ASEAN Connectivity) โดยในส่วนของไทยคณะรัฐมนตรีได้ให้ความเห็นชอบแต่งตั้ง นายประดาป พิบูลสงคราม เป็นผู้แทน ซึ่งคณะทำงานฯ จะมีบทบาทในการจัดทำแผนแม่บทฯ ให้เป็นกรอบและกลไกความร่วมมือในการสร้างความเชื่อมโยงระหว่างอาเซียนและจะขยายเป็นพื้นฐานในการเชื่อมโยงไปสู่ภูมิภาคเอเชียตะวันออก
