ที่ประชุมสุดยอดอาเซียน ครั้งที่ 9 ท

ที่ประชุมสุดยอดอาเซียน ครั้งที่ 9 ที่เกาะบาหลี สาธารณรัฐอินโดนีเซีย เมื่อวันที่ 7 ตุลาคม 2546 ได้ให้การรับรองและลงนามในปฏิญญาว่าด้วยความร่วมมือในอาเซียน (Declaration of ASEAN Concord II หรือ Bali Concord II) ซึ่งรวมเรื่องการจัดตั้งประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community - AEC) ซึ่งเป็นหนึ่งในเสาหลัก 3 เสาของการจัดตั้งประชาคมอาเซียน (ASEAN Community) โดยอีก 2 เสาหลัก คือเสาหลักด้านการเมืองและความมั่นคง (Political and Security Pillar) และเสาหลักด้านสังคมและวัฒนธรรม (Socio-Cultural Pillar) โดยที่ประชุมสุดยอดอาเซียน ครั้งที่ 9 ยังเห็นชอบให้มีการรวมตัวเป็น AEC ภายในปี ค.ศ. 2020 โดยอาเซียนจะเป็นตลาดและฐานการผลิตเดียว รวมทั้งมีการเคลื่อนย้ายสินค้า บริการ การลงทุนและแรงงานมีฝีมือโดยเสรีและการเคลื่อนย้ายเงินทุนที่เสรีขึ้น ในการนี้ ผู้นำอาเซียนได้เห็นชอบให้ เร่งรัดการรวมกลุ่มสินค้าและบริการสำคัญ 11 สาขา เป็นสาขานำร่อง โดยมีประเทศสมาชิกรับผิดชอบในการจัดทำ Road map ในแต่ละสาขา ได้แก่
· ไทย : การท่องเที่ยวและการบิน
· พม่า : สินค้าเกษตรและสินค้าประมง
· อินโดนีเซีย : ยานยนต์และผลิตภัณฑ์ไม้
· มาเลเซีย : ยางและสิ่งทอ
· ฟิลิปปินส์ : อิเล็กทรอนิกส์
· สิงคโปร์ : เทคโนโลยีสารสนเทศ รวมทั้งผลิตภัณฑ์ที่เกี่ยวข้อง และการบริการด้านสุขภาพ
