ราชบัณฑิตยสถานได้แบ่งพื้นที่ประเทศไทยออกเป็น 6 ภาคตามที่ตั้งทางภูมิศาสตร์อย่างเป็นทางการ โดยให้ภาคกลางประกอบไปด้วยเขตการปกครอง 22 จังหวัด (ในกรณีนี้นับรวมกรุงเทพมหานครว่าเป็นจังหวัดโดยอนุโลม) ได้แก่ [1]

นอกจากการแบ่งตามราชบัณฑิตยสถานแล้ว หน่วยงานอื่นยังมีการกำหนดขอบเขตของภาคกลางแตกต่างกันออกไป คณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ กำหนดให้ภาคกลางประกอบด้วย 9 จังหวัด ได้แก่ [1]

ส่วนใหญ่ประกอบไปด้วยที่ราบซึ่งเกิดจากการที่แม่น้ำพัดพาเอาเศษหิน เศษดิน กรวดทราย และตะกอนมาทับถมพอกพูนมานับเป็นเวลาล้าน ๆ ปี บริเวณที่ราบของภาคนี้กินอาณาบริเวณตั้งแต่ทางใต้ของจังหวัดอุตรดิตถ์ลงไปจนจรดอ่าวไทย นับเป็นพื้นที่ราบที่มีขนาดกว้างใหญ่กว่าภูมิภาคอื่น ๆ ของประเทศ อย่างไรก็ตามบางบริเวณของภาคกลาง มีภูเขาโดด ๆ ทางจังหวัดนครสวรรค์และด้านตะวันตกของจังหวัดพิษณุโลก จากหลักฐานทางธรณีวิทยา สันนิษฐานว่าภูเขาโดดเหล่านี้เดิมเคยเป็นเกาะ เพราะน้ำทะเลท่วมขึ้นไปถึงจังหวัดอุตรดิตถ์ในหลายยุค พื้นดินยกตัวสูงขึ้น รวมทั้งการกระทำของแม่น้ำหลาย ๆ สายซึ่งมีการกัดเซาะสึกกร่อนและการทับถมพอกพูน ทำให้บริเวณดังกล่าวเป็นที่ราบอันกว้างใหญ่ของประเทศ

1. ภาคกลางตอนบน ได้แก่ บริเวณตั้งแต่จังหวัดนครสวรรค์ขึ้นไปทางตอนบน ครอบคลุมพื้นที่ในเขตจังหวัดกำแพงเพชร พิจิตร พิษณุโลก สุโขทัย รวมทั้งบางบริเวณจังหวัดเพชรบูรณ์ ภูมิประเทศโดยทั่วไปในบริเวณตอนบนนี้ ประมาณ 2 ใน 3 ของพื้นที่เป็นที่ราบลุ่มแม่น้ำและที่ราบลูกฟูก (rolling plains) ซึ่งเกิดจากการกระทำของแม่น้ำสายสำคัญ ๆ คือ แม่น้ำปิง แม่น้ำวัง แม่น้ำยม แม่น้ำน่าน และลำน้ำสาขา ภูมิประเทศที่เป็นลูกฟูกนั้นอาจเกิดจากการที่แม่น้ำพัดพาเอาเศษหิน กรวด ทรายที่มีขนาดใหญ่และตกตะกอน ก่อนทับถมพอกพูน ถ้าหากเทียบกับดินตะกอนแล้ว ชนิดแรกสามารถต้านทานต่อการสึกกร่อนได้มากกว่าชนิดหลัง ทำให้กลายเป็นภูมิประเทศคล้ายลูกคลื่น มีลูกเนินเตี้ย ๆ สลับกับบริเวณที่ง่ายแก่การสึกกร่อน ซึ่งกลายเป็นร่องลึกมีลักษณะเป็นที่ราบลูกฟูก นอกจากนี้การกระทำของแม่น้ำยังทำให้เกิดที่ราบขั้นบันได (terraces) ที่ราบลุ่มแม่น้ำหรือที่ราบน้ำท่วมถึง (flood plain) ของแม่น้ำปิง แม่น้ำยม และแม่น้ำน่าน อีกด้วย ภูมิประเทศทางด้านตะวันออกของเขตนี้เป็นภูเขาและทิวเขาจรดขอบเขตของภาคตะวันออกเฉียงเหนือ แนวทิวเขาดังกล่าว ได้แก่ ทิวเขาเพชรบูรณ์ 2 ซึ่งต่อเนื่องมาจากทิวเขาหลวงพระบาง ระหว่างทิวเขาเพชรบูรณ์ 1 กับทิวเขาเพชรบูรณ์ 2 มีที่ราบแคบ ๆ ในเขตอำเภอหล่มสักและจังหวัดเพชรบูรณ์ ที่ราบนี้มีแม่น้ำป่าสักไหลผ่านลงไปทางใต้ ทิวเขาเพชรบูรณ์ 2 นี้ส่วนใหญ่เป็นหินแอนดีไซต์ หินไดโอไรต์ยุคเทอร์เชียรี ทางด้านตะวันตกของทิวเขาสูงนี้เป็นที่ราบเชิงเขาสลับลูกเนินเตี้ย ๆ ไปจนจรดที่ราบลุ่มแม่น้ำ
