โครงการนี้ตั้งอยู่ในเขตพื้นที่บ้านโนนสังข์ ตำบลน้ำก่ำ อำเภอธาตุพนม จังหวัดนครพนม เป็นหนึ่งในหลายๆโครงการ เพื่อพัฒนาลุ่มน้ำก่ำ เป็นแผนงานก่อสร้างหลัก โครงการพัฒนาลุ่มน้ำก่ำ อันเนื่องมาจากพระราชดำริ โดยมีวัตถุประสงค์เพื่อเก็บกักน้ำ สำหรับใช้เพื่อการชลประทาน การอุปโภค-บริโภค ในเขตโครงการประมาณ 22,000 ไร่
และทำหน้าที่ระบายน้ำลงสู่ด้านท้ายน้ำ ในฤดูน้ำหลากซึ่งจะช่วยบรรเทาความเดือดร้อนของราษฎรที่น้ำท่วมพื้นที่เพาะปลูกในฤดูน้ำหลากและขาดแคลนน้ำ ในการเพาะปลูกในฤดูแล้ง
