เมืองแพร่ สร้างขึ้นประมาณพุทธศตวรรษที่ ๑๒ มีชื่อเรียกกันหลายชื่อ คือ “พลนคร เมืองพล เมืองแพล” ในสมัยขอมเรืองอำนาจ ระหว่างปี พ.ศ.๑๔๗๐-๑๕๖๐ พระนางจามเทวีเข้าครอบครองแคว้นล้านนา ได้เปลี่ยนชื่อเป็น “โกศัยนคร” หรือ “เวียงโกศัย” ซึ่งแปลว่า ผ้าแพร นับแต่นั้นมาก็มีเจ้าผู้ครองนครสืบต่อกันมาโดยตลอด จนถึงสมัยรัชกาลที่ ๕ แห่งกรุงรัตนโกสินทร์ จึงได้มีการเปลี่ยนแปลงทางการปกครอง โดยเจ้าพิริยะชัยเทพวงศ์ (เจ้าผู้ครองนครแพร่องค์ที่ ๑๘) เป็นเจ้าหลวงกำกับด้วยข้าหลวงซึ่งพระบาทสมเด็จพระจุลจอมเกล้าได้โปรดเกล้าฯให้พระยาไชยบูรณ์ข้าหลวงคนแรก ต่อมาในปี พ.ศ.๒๔๔๕ พวกเงี้ยวได้ก่อการกบฏขึ้น โดยึดสถานีตำรวจ ศาลากลางจังหวัด ปล้นเงินคลัง และปล่อยนักโทษออกจากคุก พระยาไชยบูรณ์ถูกพวกเงี้ยว จับตัวและบังคับให้ยกเมืองให้ แต่พระยาไชยบูรณ์ไม่ยินยอมจึงถูกจับประหารชีวิต เมื่อความทราบถึงในหลวงรัชกาลที่ ๕ จึงโปรดเกล้าฯ ให้เจ้าพระยาสุรศักดิ์มนตรีนำทัพหลวงเข้าปราบปรามพวกเงี้ยวจนราบคาบ เจ้าพิริยะชัยเทพวงศ์ เกรงพระราชอาญาจึงลี้ภัยไปอยู่ที่เมืองหลวงพระบางและถึงแก่พิราลัยลงในปี พ.ศ.๒๔๕๒ นับแต่นั้นมาก็ไม่มีเจ้าผู้ครองนครแพร่อีกเลย
จังหวัดแพร่ ได้ชื่อว่าเป็นประตูเมืองสู่ล้านนา เดิม เป็นนครรัฐอิสระที่ตั้งอยู่ก่อนการสถาปนา อาณาจักรล้านนา จากหลักฐานต่าง ๆ ทำให้ทราบว่าจังหวัดแพร่นั้นมีชื่อเรียกกันหลายชื่อแล้วแต่ยุคสมัย เช่น “เมืองพล” เป็นชื่อที่เก่าแก่ดั้งเดิมที่สุด จากการพบหลักฐาน ในตำนานทางเหนือ ฉบับใบลาน พ.ศ. 1824 “เมือง โกศัย” เป็นชื่อที่ปรากฏในพงศาวดารเชียงแสน“เมือง เพล” เป็นชื่อที่ปรากฏหลักฐานอยู่ในศิลาจารึกหลักที่ 1 ของพ่อขุนรามคำแหงมหาราช และ “เมืองแพร่” เป็นชื่อที่คนไทยในอาณาจักรสุโขทัยและอยุธยาใช้เรียกเมืองแพล แต่ได้กลายเสียง เป็นเมืองแพร่จนถึงปัจจุบัน ในพื้นที่หลายอำเภอของจังหวัดแพร่ ได้ค้นพบหลักฐานว่ามีร่องรอยการอยู่อาศัยของมนุษย์ในยุคก่อนประวัติศาสตร์เช่น ขวานหินกะเทาะ ขวานหินขัด ในเขตอำเภอ ลองอำเภอวังชิ้น เป็นต้น และที่อำเภอสองยังมีประวัติเกี่ยวกับเมืองเวียงสรองที่เป็นเมืองโบราณในวรรณคดี เรื่องลิลิตพระลอ ซึ่งทุกคนรู้จักกันดี
