เป็นการศึกษา ทดลอง ค้นคว้า วิจัย ในการเพาะเลี้ยงเพื่อการอนุรักษ์ การพัฒนาพันธุ์กบและสัตว์ครึ่งบกครึ่งน้ำชนิดต่าง ๆ ที่พบในประเทศไทย เพื่อให้ศูนย์ศึกษาการพัฒนาห้วยฮ่องไคร้ฯ เป็นศูนย์กลางในการให้บริการความรู้ทางวิชาการ ในด้านการเพาะเลี้ยงกบและสัตว์ครึ่งบกครึ่งน้ำ การพัฒนาอาชีพการเลี้ยงกบให้กับเกษตรกรในภาคเหนือที่สนใจอาชีพการทำฟาร์ม ซึ่งมีอยู่เป็นจำนวนมากรวมทั้งเป็นแหล่งผลิตพ่อ แม่ พันธุ์กบชนิดต่างๆ ที่สามารถนำไปเลี้ยงเป็นอาชีพ จำหน่ายให้กับเกษตรกรในราคาถูก ประกอบด้วยกิจกรรมหลัก ๓ กิจกรรม ดังนี้
• ๑. ก่อสร้างโรงเรือนบ่อเลี้ยงฝายกั้นน้ำปรับปรุงพื้นที่เพาะปลูกต้นไม้
