         อินเทอร์เน็ตกำเนิดขึ้นครั้งแรกในประเทศสหรัฐอเมริกา เมื่อ พ.ศ. 2512 โดยองค์กรทางทหาร ของสหรัฐอเมริกา ชื่อว่า ยู.เอส.ดีเฟนซ์ ดีพาร์ทเมนท์ ( U.S. Defence Department ) เป็นผู้คิดค้นระบบขึ้นมา มีวัตถุประสงค์ คือ เพื่อให้มีระบบเครือข่ายที่ไม่มีวันตายแม้จะมีสงคราม ระบบการสื่อสารถูกทำลาย หรือตัดขาด แต่ระบบเครือข่ายแบบนี้ยังทำงานได้ซึ่งระบบดังกล่าวจะใช้วิธีการส่งข้อมูลในรูปของคลื่นไมโครเวฟ ฝ่ายวิจัยขององค์กรจึงได้จัดตั้งระบบเน็ตเวริ์กขึ้นมา เรียกว่า ARPAnet ย่อมาจากคำว่า Advance Research Project Agency net ซึ่งประสบความสำเร็จและได้รับความนิยมในหมู่ของหน่วยงานทหาร องค์กร รัฐบาล และสถาบันการศึกษาต่างๆ เป็นอย่างมาก
