เป็นที่ทราบกันอย่างดีว่า กลุ่มจังหวัดภาคตะวันออกมีนิคมอุตสาหกรรมตั้งอยู่จำนวนมาก ทำให้มี การขนส่งวัตถุดิบเพื่อเข้าสู่โรงงานอุตสาหกรรมและการกระจายสินค้าไปสู่ภูมิภาคต่าง ๆ ทั่วประเทศ ซึ่ง ส่วนใหญ่ใช้รถบรรทุกเป็นหลัก ทำให้เกิดปัญหาการจราจรติดขัด ถนนชำรุด เกิดอุบัติเหตุรถขนส่งสารเคมี และก๊าชอันตรายพลิกคว่ำ ซึ่งอาจเป็นอันตรายต่อผู้สัญจรบนท้องถนนทั่วไป อีกทั้งสภาพแวดล้อมทางธุรกิจในปัจจุบัน ค่าพลังงานเชื้อเพลิงทุกประเภทมีราคาสูงขึ้น ต้นทุนโลจิสติกส์ในประเทศไทยโดยคิดเป็นร้อยละ 9 ของผลิตภัณฑ์มวลรวมในประเทศ เมื่อเทียบกับประเทศในอาเซียนพบว่ามีอัตราสูงมาก ทำให้เกิดความล่าช้าและสูญเสียค่าใช้จ่ายโดยไม่จำเป็นเป็นจำนวนมากต่อประชาชนทุกกลุ่มในภาคตะวันออก และนักท่องเที่ยวที่ เดินทางมาท่องเที่ยวภาคตะวันออก ประกอบกับประเทศจะเข้าร่วมเป็นสมาชิกของประชาคมเศรษฐกิจอาเซียนในปี ๒๕๕9 จะทำให้เกิดการหลั่งไหลของสินค้า และทรัพยากรต่าง ๆ มากขึ้น ไม่ว่าจะเป็นจากประเทศไทยออกไป หรือเข้ามาจากประเทศสมาชิก ซึ่งวิธีการขนส่งที่สะดวกที่สุดยังคงเป็นการขนส่งผ่านทางบก และในการจัดทำระเบียงเศรษฐกิจ (Economic Corridor) ซึ่งทุกจังหวัดในกลุ่มภาคตะวันออกจะต้องร่วมมือกันเร่งรัดการพัฒนาสิ่งอำนวยความสะดวก โดยเฉพาะการเชื่อมโยงระบบการขนส่งและโลจิสติกส์ที่ยังไม่สมบูรณ์มากนัก
ขณะที่กลุ่มจังหวัดภาคตะวันออกโดยจังหวัดระยอง ซึ่งมีที่ตั้งเชิงกลยุทธ์ (Strategic Location) ที่สามารถเชื่อมโยงระหว่างจังหวัดอื่นๆ ได้เห็นความสำคัญต่อการจัดทำแผนแม่บทการพัฒนาโลจิสติกส์ของกลุ่มจังหวัดภาคตะวันออก จึงจัดทำโครงการ “การศึกษาระบบโลจิสติกส์แบบบูรณาการและจัดทำแผนแม่บทการพัฒนาโลจิสติกส์ของกลุ่มจังหวัดภาคตะวันออก” ขึ้น และผลที่ได้จากการศึกษาครั้งนี้ สามารถนำมาใช้ประโยชน์ในการพัฒนากลุ่มจังหวัดชายฝั่งทะเลภาคตะวันออก เพื่อรองรับการเติบโตและการขยายตัวของพื้นที่ดังกล่าว ให้สอดคล้องกับพลวัตการเปลี่ยนแปลงของประเทศและกลุ่มจังหวัดต่อไป
การศึกษาครั้งนี้ มีวัตถุประสงค์คือ เพื่อศึกษาวิเคราะห์ปัญหาและโอกาส รวมทั้งข้อจำกัดของระบบ โลจิสติกส์ของประเทศและที่ใช้อยู่ในกลุ่มจังหวัดภาคตะวันออก โดยมุ่งลดต้นทุนโลจิสติกส์และเพิ่มความ พึงพอใจของกลุ่มลูกค้าในภาคอุตสาหกรรม ภาคเกษตรกรรม และภาคการท่องเที่ยว รวมทั้งจะเพิ่มประสิทธิภาพการอำนวยความสะดวกให้กับกิจกรรมทางการค้าและลดต้นทุน และเพิ่มความปลอดภัยในกระบวนการนำส่งสินค้าและบริการ รวมทั้งเพื่อสร้างมูลค่าเพิ่มทางเศรษฐกิจจากอุตสาหกรรมโลจิสติกส์และอุตสาหกรรมต่อเนื่อง โดยมียุทธศาสตร์การพัฒนาด้านต่าง ๆ อาทิ การเพิ่มประสิทธิภาพการขนส่งและ โลจิสติกส์ การพัฒนาธุรกิจโลจิสติกส์ในกลุ่มจังหวัดชายฝั่งทะเลภาคตะวันออก การปรับปรุงสิ่งอำนวยความสะดวกทางการค้า และการพัฒนากำลังคนและกลไกขับเคลื่อนยุทธศาสตร์ นอกจากนั้นจะวิเคราะห์และเสนอแนะการเชื่อมโยงระบบการขนส่งของกลุ่มจังหวัดภาคตะวันออกกับโครงการระหว่างประเทศที่เหมาะสม อาทิ เช่น การเปิดเศรษฐกิจการค้าเสรีอาเซียน การเชื่อมโยงระเบียงเศรษฐกิจ การเปิดประตูการค้าชายแดนภาคตะวันออกและภาคตะวันตกของประเทศไทย (East West Corridors) รวมทั้งจัดให้มีการจัดทำแผนแม่บทการพัฒนาโลจิสติกส์ของกลุ่มจังหวัดภาคตะวันออก โดยจะประเมินผลกระทบด้านสิ่งแวดล้อมเชิงกลยุทธ์ และผลกระทบเชิงสังคมของกิจกรรมที่เกิดจากการพัฒนาโครงสร้างพื้นฐานด้านโลจิสติกส์ตามแผนแม่บท
