3.โมหะคติ แปลว่าลำเอียงเพราะเขลาโดยไม่พิจารณาให้ถ่องแท้ว่าอะไรถูก อะไรผิด อะไรควร อะไรไม่ควร
4.ภยาคติ แปลว่าลำเอียงเพราะกลัวหรือเพราะเกรงใจ
ความลำเอียงทั้ง 4 ประการนี้ เป็นอันตรายอย่างมาก ทุกยุคทุกสมัยที่บุคคลที่เป็นผู้ใหญ่ที่มีหน้าที่เกียวข้องในการปกครอง
