ข้อมูลโครงการเสริมสร้างชุมชนคุ้มครองเด็ก ปีงบประมาณ ๒๕๕๘
โครงการเสริมสร้างชุมชนคุ้มครองเด็ก เป็นการสร้างการมีส่วนร่วมของชุมชนในการคุ้มครองเด็ก โดยการสร้างกลไกขับเคลื่อนงานระดับตำบล เพื่อให้เกิดคณะทำงานด้านการคุ้มครองเด็กระดับตำบล ตลอดจนหารูปแบบ แนวทางปฏิบัติร่วมกันในการให้ความช่วยเหลือ คุ้มครอง ป้องกัน แก้ไขปัญหาเด็กในชุมชนได้อย่างทันท่วงที จะส่งผลให้ชุมชนนั้น ๆ มีบุคลากรที่สามารถปฏิบัติงานด้านการคุ้มครองเด็ก ตลอดจนมีคู่มือในการปฏิบัติงานด้านการคุ้มครองเด็ก และที่สำคัญที่สุดจะเกิดรูปแบบ (Model) เพื่อใช้เป็นแนวทางในการพัฒนา ปกป้อง และคุ้มครองเด็กในชุมชน อันจะส่งผลให้เด็กกลุ่มเป้าหมายได้รับการคุ้มครองสิทธิอย่างเสมอภาคและครอบคลุม ภายใต้รูปแบบและระบบที่เหมาะสมต่อไป

วัตถุประสงค์
๑. เพื่อให้ชุมชนมีส่วนร่วมในการพัฒนาปกป้องและคุ้มครองเด็กในชุมชน
๒. เป็นการสร้างความรับผิดชอบร่วมกันของคนในชุมชนในการปกป้องคุ้มครองเด็ก
๓. เพื่อให้เด็กกลุ่มเป้าหมายได้รับการพัฒนาปกป้องคุ้มครอง
๔. เพื่อพัฒนารูปแบบ แนวทางการเสริมสร้างความเข้มแข็งของชุมชนในการคุ้มครองเด็ก

พื้นที่เป้าหมาย
พื้นที่เป้าหมาย ๑๒ จังหวัด จำนวน ๓๖ ตำบล ซึ่งประกอบด้วย จังหวัดเชียงใหม่ พะเยา ลำปาง อุดรธานี สุรินทร์ ร้อยเอ็ด กาญจนบุรี จันทบุรี นครปฐม ชุมพร พังงา และสตูล โดยมีขั้นตอนการดำเนินงาน ดังนี้
๑. การอบรมสร้างความตระหนักเรื่อง “สิทธิเด็กและการคุ้มครองเด็กในชุมชนและท้องถิ่น”เพื่อให้เครือข่ายมีการพัฒนาและตระหนักในเรื่องสิทธิเด็กและการคุ้มครองเด็กในชุมชน โดยนำแนวคิดและวิธีการทำงานแบบกระตุ้นหนุนเสริมหรือ S-A-L-T ซึ่งเป็นวิธีการทำงานที่สอดคล้องกับวิธีคิดในการพัฒนาศักยภาพมนุษย์เพื่อตอบสนองและการจัดการกับปัญหา ทั้งนี้การทำงานกับชุมชนแบบ S-A-L-T จะช่วยให้ชุมชนสามารถใช้ศักยภาพของชุมชนอย่างเต็มที่ และทำให้ชุมชุมจัดการกับปัญหาของตนเองอย่างยั่งยืน
๒. การจัดทำข้อตกลงความร่วมมือ (MOU) ในการขับเคลื่อนการพัฒนาและคุ้มครองเด็กในชุมชนของหน่วยงานต่างๆ ทั้งภาครัฐ ภาคเอกชน ภาคประชาชนในระดับท้องถิ่นและระดับจังหวัด เพื่อให้เกิดกลไกการขับเคลื่อนงานและมีเจ้าภาพหลักรับผิดชอบ รวมทั้งได้มีการจัดทำแนวปฏิบัติแนบท้ายบันทึกข้อตกลงว่าด้วยความร่วมมือเพื่อการคุ้มครองเด็ก ในระดับตำบล ใน ๕ ประเด็น ได้แก่
๑) การจัดตั้งกลไกคณะทำงาน
๒) การพัฒนาศักยภาพของคณะทำงาน
๓) การพัฒนาระบบฐานข้อมูล
๔) การจัดบริการสำหรับเด็ก
๕) การระดมทรัพยากร และการผลักดันแผนเข้าสู่ท้องถิ่น
๓. การพัฒนาศักยภาพผู้ปฏิบัติงานคุ้มครองเด็กในชุมชน เพื่อให้ผู้ปฏิบัติงานคุ้มครองเด็กในชุมชนมีความรู้ ความเข้าใจ มีทักษะในการทำงานคุ้มครองเด็กในชุมชน อย่างเป็นระบบและสามารถประสานความร่วมมือ และส่งต่อการดูแลช่วยเหลือเด็กได้
๔. สนับสนุนงบประมาณให้พื้นที่ เพื่อขับเคลื่อนกิจกรรมการพัฒนาและคุ้มครองเด็กในชุมชนตามแนวทางการปฏิบัติงานแนบท้ายบันทึกข้อตกลงฯ
