ความเป็นมาของโครงการ :

เมื่อ 6 กุมภาพันธ์ 2543 สมเด็จพระนางเจ้า ฯ พระบรมราชินีนาถ พร้อมด้วยสมเด็จพระบรมโอรสาธิราช สยามมกุฎราชกุมาร เสด็จ ฯ เยี่ยมทรงราษฎรบ้านแปกแซม ตำบลเปียงหลวง อำเภอเวียงแหง จังหวัดเชียงใหม่ และทอดพระเนตรสวนมันอะลู ซึ่งอยู่ห่างากบ้านแปกแซมไปทางทิศตะวันตกประมาณ 2 กิโลเมตร ทรงพบว่าพื้นที่ทั้ง 2 แห่ง เป็นแหล่งต้นน้ำลำธารที่สำคัญ ได้แก่ ห้วยหกหลวง ห้วยนายาวและห้วยนาอ่อน ซึ่งไหลลงสู่น้ำแม่แตง พื้นที่ป่าถูกบุกรุกแผ้วถางทำไร่มันอะลู ไร่เผือกและสวนลิ้นจี่ มีแนวโน้มจะถูกแผ้วถางมากขึ้นเรื่อย ๆ ตามการเพิ่มของจำนวนประชากรในหมู่บ้านที่อาศัยอยู่โดยรอบ ได้แก่บ้านแปกแซม บ้านหินแตว บ้านหลักแต่ง และบ้านเปียงหลวง นอกจากนี้หมู่บ้านดังกล่าว ยังเป็นพื้นที่ชายแดน ล่อแหลมต่อการเกิดปัญหาของยาเสพติดและผลกระทบจากการจัดระเบียบชายแดนของประเทศเพื่อนบ้าน ซึ่งเป็นภัยคุกคามต่อความมั่นคงของประเทศ จึงได้มีพระราชเสาวนีย์ให้จัดตั้งสถานีสาธิตและถ่ายถอดการเกษตร ป่าไม้ สิ่งแวดล้อม เพื่อพัฒนาหมู่บ้านและความเป็นอยู่ของราษฎรในพื้นที่ รวมทั้งอนุรักษ์และฟื้นฟูป่าไม้ให้คืนสภาพสมบูรณ์ดังเดิม เพื่อเป็นแหล่งน้ำลำธารแก่ราษฎรได้ใช้อุปโภค/บริโภค รวมทั้งใช้ในการเกษตรต่อไป โดยสรุปประเด็นสำคัญของพระราชเสาวนีย์ คือ

1.ให้พัฒนาด้านการเกษตร โดยมีสถานีสาธิตและถ่ายทอดการเกษตร ป่าไม้ สิ่งแวดล้อม เป็นแหล่งถ่ายทอดเทคโนโลยีด้านการเกษตรแก่ราษฎรที่มาทำงานในสถานี ฯ เมื่อมีความรู้แล้วขยายผลเข้าไปพัฒนาหมู่บ้านโดยเน้นให้ราษฎรนำไปปฎิบัติในพื้นที่ทำกินของตนเอง

2.ให้พัฒนาแหล่งน้ำ ตลอดจนอนุรักษ์และฟื้นฟูสภาพป่า เพื่อให้มีน้ำเพียงพอต่อการอุปโภคบริโภค และการเกษตร
