เกษตรฯ เร่งแก้ไขปัญหาการค้ามนุษย์ที่เกี่ยวข้องกับแรงงานบนเรือประมงไทย และปัญหาแรงงานเด็กและแรงงานบังคับในอุตสาหกรรมสินค้ากุ้งและอาหารทะเลไทย หวั่นกระทบการค้าสินค้าประมงในเวทีโลก

นายธีระ วงศ์สมุทร รัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ เปิดเผยว่า จากผลการประชุมคณะอนุกรรมการแก้ไขปัญหาความเดือดร้อนของผู้ประกอบการด้านการประมง ได้มีการหารือถึงแผนดำเนินการตามแนวทางการปฏิบัติการใช้แรงงานที่ดีหรือ Good Labour Practice (GLP) ของแรงงานในอุตสาหกรรมผลิตสินค้ากุ้งและอาหารทะเลและแรงงานที่ทำงานบนเรือประมงไทยที่กรมประมงร่วมกับกรมสวัสดิการและคุ้มครองแรงงาน และองค์การแรงงานระหว่างประเทศ (ILO)ดำเนินการ โดยเน้นเรื่องการจัดหาแรงงาน การจ้างงาน สวัสดิการ รวมถึงสภาพการทำงานของแรงงานในอุตสาหกรรมแปรรูปกุ้งและอาหารทะเล และแรงงานประมงสำหรับเรือประมงทั้งที่เป็นคนไทยและแรงงานต่างด้าว โดยขณะนี้อยู่ระหว่างการยกร่างแนวทางดังกล่าว นอกจากนี้ยังมีการจัดทำรายการงานอันตรายสำหรับเด็กในอุตสาหกรรมกุ้งและอาหารทะเล ซึ่งได้มีการยกร่างแล้วเสร็จและจะนำไปเผยแพร่ต่อไป ขณะเดียวกัน เพื่อเป็นการสร้างภาพลักษณ์ของการใช้แรงงานที่ดี กรมประมงจะร่วมกับหน่วยงานที่เกี่ยวข้องจัดการสัมมนา และแสดงนิทรรศการประชาสัมพันธ์เพื่อสร้างความเข้าใจในประเด็นของแนวทางข้างต้นที่จังหวัดสมุทรสาคร ในวันที่ 8 พฤศจิกายน 2555 ด้วย ซึ่งแผนดำเนินการข้างต้นจะสอดคล้องกับแนวทางมาตรการป้องกันและปราบปรามการค้ามนุษย์ในรูปแบบแรงงานประมง ตามที่รัฐบาลได้จัดตั้งคณะกรรมการป้องกันและปราบปรามการค้ามนุษย์ ซึ่งเป็นกรรมการระดับชาติ เพื่อให้การดำเนินงานแก้ไขปัญหาด้านแรงงานประมงที่เป็นเรื่องสำคัญเร่งด่วนที่จำเป็นจะต้องเร่งแก้ไขเพื่อไม่ให้ส่งผลกระทบต่อภาคการผลิตและการส่งออกสินค้าประมงของประเทศ
ดังนั้น คณะรัฐมนตรีจึงได้มีมติเมื่อวันที่ 9 ตุลาคม ที่ผ่านมาเห็นชอบกับข้อเสนอแนวทางมาตรการป้องกันและปราบปรามการค้ามนุษย์ในรูปแบบแรงงานประมง ตามที่คณะกรรมการป้องกันและปราบปรามการค้ามนุษย์เห็นชอบแล้ว โดยในส่วนของกระทรวงเกษตรฯ ได้เสนอแผนการดำเนินงานเพื่อช่วยป้องกันและแก้ไขปัญหาการค้ามนุษย์ในระดับหนึ่ง ซึ่งเป็นโครงการที่ดำเนินการร่วมกับองค์กรแรงงานระหว่างประเทศ (ILO) และหน่วยงานที่เกี่ยวข้อง ซึ่งประเด็นสำคัญที่กระทรวงเกษตรฯ โดยกรมประมงและองค์การสะพานปลาเข้าไปดำเนินการทั้งในฐานะหน่วยงานหลักและหน่วยงานสนับสนุน ได้แก่
1.การบังคับใช้กฎระเบียบ และการตรวจสอบ โดยกรมเจ้าท่าร่วมกับกรมประมงจะเป็นหน่วยงานหลักในการจัดระเบียบเรือประมงเข้าระบบอย่างถูกต้องทั้งตัวเรือ และตัวบุคคลบนเรือ การตรวจสอบเรือประมง คนทำงานบนเรือ และอุปกรณ์การทำงานให้เป็นไปตามกฎหมาย และกฎระเบียบต่างๆ ส่วนการติดตั้งหรือพัฒนาระบบเพื่อใช้ในการบอกตำแหน่งเรือ หรือติดตามเรือประมง (VMS)กรมประมงเป็นหน่วยงานหลัก ขณะที่การควบคุมเรือเข้า – ออกท่าองค์การสะพานปลาเป็นหน่วยงานสนับสนุน 2. การแก้ไขการขาดแคลนแรงงาน และการบังคับใช้แรงงานที่นำไปสู่การค้ามนุษย์ ได้แก่ การสร้างมาตรฐานลักษณะการปฏิบัติงานและการดำรงชีวิตบนเรือ และในโรงงานอุตสาหกรรม รวมถึงการส่งเสริมและสนับสนุนการวิจัยและพัฒนาเทคโนโลยีเพื่อลดการใช้แรงงานบนเรือประมง กรมประมงเป็นหน่วยงานรับผิดชอบหลักในการดำเนินการดังกล่าว สำหรับการส่งเสริมให้มีการใช้จรรยาบรรณของผู้ประกอบการภาคประมง และการจัดตั้งศูนย์ประสานงานแรงงานภาคประมง สำหรับทำงานบนเรือประมงนำร่อง จำนวน 7ศูนย์ ในพื้นที่จังหวัดสมุทรสาคร ระยอง ตราด ชุมพร สงขลา ระนอง และสตูล ในการที่จะนำแรงงานที่ถูกต้องตามกฎหมายและได้รับอนุญาตให้ทำงานเฉพาะกิจการบนเรือประมงเท่านั้น โดยมีระบบการควบคุม ตรวจสอบ คุ้มครองแรงงาน ให้ความรู้เรื่องสิทธิที่พึงจะได้รับแก่นายจ้างและลูกจ้าง รวมถึงจัดทำข้อตกลงการจ้างที่ชัดเจน กรมประมงจะเข้าไปเป็นหน่วยงานสนับสนุนการดำเนินงาน นอกจากนี้ กรมประมงยังได้เปิดเว็บไซต์ Good Fisheries Labour Practices เพื่อเผยแพร่การใช้แรงงานในภาคประมงควบคู่กันอีกทางหนึ่งด้วย ซึ่งกระทรวงเกษตรฯ โดยกรมประมง จะได้ประสานเพื่อขอข้อมูลการดำเนินการของหน่วยงานอื่นทั้งจากภาครัฐและเอกชนในส่วนที่เกี่ยวข้อง เพื่อพัฒนาข้อมูลเพิ่มเติม และจะเร่งรัดดำเนินการในส่วนที่ได้รับมอบหมายโดยเร่งด่วนต่อไป.
