บรรดาคำสั่ง ประกาศ ธรรมเนียมปฏิบัติและระเบียบปฎิบัติใดที่มีไว้แล้วในข้อบังคับนี้หรือซึ่งขัดแย้งกับข้อบังคับนี้ให้ใช้ข้อบังคับนี้แทน
