ประวัติความเป็นมาของมหาวิทยาลัยราชภัฏเพชรบูรณ์ Phetchabun Rajabhat University

เมื่อปี พ.ศ. 2514 นายจำรูญ ปิยัมปุตระ ผู้ว่าราชการจังหวัดเพชรบูรณ์ ร่วมกับพ่อค้าประชาชน และสมาชิกสภาผู้แทนราษฎรจังหวัดเพชรบูรณ์ ได้ทำหนังสือถึงรัฐมนตรีว่าการกระทรวงศึกษาธิการ ขอจัดตั้งวิทยาลัยครูขึ้นโดยอ้างเหตุผล ดังนี้
1. จังหวัดเพชรบูรณ์กำลังเร่งรัดพัฒนาทุกด้าน โดยเฉพาะด้านการศึกษานั้นยังขาดแคลนครู เป็นจำนวนมาก
2. จังหวัดเพชรบูรณ์ตั้งอยู่ในใจกลางของประเทศ และมีจังหวัดอื่นๆ ล้อมรอบถึง 7 จังหวัด คือพิษณุโลก พิจิตร ลพบุรี นครสวรรค์ ชัยภูมิ ขอนแก่น และเลย ซึ่งหากได้จัดตั้งสถาบันชั้นสูงขึ้นแล้วนักเรียนจากจังหวัดใกล้เคียง จะเดินทางมาศึกษาได้อย่างสะดวกสบาย
3. จังหวัดมีที่ดินจะมอบให้หลายร้อยไร่ เป็นที่ดินในเขตผังเมือง ตามพระราชกฤษฎีกา พ.ศ. 2484 ออกในสมัย จอมพล ป. พิบูลสงคราม เป็นนายกรัฐมนตรี กระทรวงศึกษาธิการจึงได้ส่งให้กรมการฝึกหัดครู มาสำรวจทำแผนผังที่ดิน ติดถนนสายสระบุรี-หล่มสัก ห่างจากตัวเมืองไปทางทิศเหนือประมาณ 3 กิโลเมตร มีเนื้อที่ประมาณ 856 ไร่ 3 งาน 57 ตารางวา
กระทรวงศึกษาธิการพิจารณาแล้วอนุมัติให้สร้างวิทยาลัยครูขึ้นที่จังหวัดเพชรบูรณ์โดยประกาศตั้งเมื่อวันที่ 29 กันยายน 2516 และได้แต่งตั้งให้ นายน้อย สีป้อ อาจารย์เอกวิทยาลัยครูพิบูลสงคราม พิษณุโลก มารักษาราชการในตำแหน่งอาจารย์ใหญ่ วิทยาลัยครูเพชรบูรณ์ ตั้งแต่วันที่ 1 ตุลาคม 2516 และ ได้รับนักศึกษารุ่นแรกในปีการศึกษา 2519 โดยรับผิดชอบการศึกษาในเขตจังหวัดเพชรบูรณ์และจังหวัดพิจิตร
วันที่ 19 สิงหาคม 2518 มีการประกาศใช้ “พระราชบัญญัติวิทยาลัยครู พุทธศักราช 2518” วิทยาลัยครูจึงได้รับการยกฐานะเป็นสถาบันอุดมศึกษาสังกัดกระทรวงศึกษาธิการ
พ.ศ. 2527 มีประกาศใช้ “พระราชบัญญัติวิทยาลัยครู (ฉบับที่ 2) พ.ศ. 2527” มีผลให้วิทยาลัยครูสามารถผลิตบัณฑิตสาขาวิชาชีพอื่นที่ไม่ใช่วิชาชีพครูได้
พ.ศ. 2528 สภาการฝึกหัดครู ได้กำหนดข้อบังคับว่าด้วยกลุ่มวิทยาลัยครูให้เรียก กลุ่มวิทยาลัยครู ซึ่งประกอบด้วยวิทยาลัยครูเพชรบูรณ์ วิทยาลัยครูพิบูลสงคราม วิทยาลัยครูนครสวรรค์ และวิทยาลัยครูกำแพงเพชร ว่า สหวิทยาลัยพุทธชินราช สำนักงานวิทยาลัยตั้งอยู่ที่วิทยาลัยครูพิบูลสงคราม
พ.ศ. 2535 โดยกรมการฝึกหัดครู กระทรวงศึกษาธิการ ได้นำความกราบบังคับทูลพระกรุณา ขอพระราชทานนามจาก พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดชฯ และพระองค์ท่านก็ทรงพระกรุณาโปรดเกล้าโปรดกระหม่อม พระราชทานนาม ว่า “ สถาบันราชภัฏ ” แก่วิทยาลัยครู 36 แห่ง วิทยาลัยครูเพชรบูรณ์จึงมีชื่อใหม่ว่า “ สถาบันราชภัฏเพชรบูรณ์ ” ซึ่งแนวโน้มจะต้องปรับเปลี่ยน สภาพให้เป็นไปตามพระราชบัญญัติสถาบันราชภัฏ มาตรา 7 คือ ให้สถาบันราชภัฏเป็นนิติบุคคล มีฐานะเป็นกรมในกระทรวงศึกษาธิการ และเป็นสถาบันการศึกษาและวิจัยเพื่อพัฒนาท้องถิ่นมีวัตถุประสงค์ให้การศึกษาทางวิชาการและวิชาชีพชั้นสูง ทำการวิจัย ให้การบริการทางวิชาการแก่สังคม ทำนุบำรุงศิลปวัฒนธรรม ผลิตครู ส่งเสริมวิทยฐานะครู และบุคลากรประจำการ
สถาบันราชภัฏเพชรบูรณ์เปิดสอนระดับปริญญาตรี สาขาวิชาการศึกษา สาขาวิชาวิทยาศาสตร์ และสาขาศิลปศาสตร์ ให้กับนักศึกษาทั้งภาคปกติ และ นักศึกษาบุคลากรประจำการ (กศ.บป.) ระดับอนุปริญญา ปริญญาตรี 2 ปี (หลังอนุปริญญา) และปริญญาตรี 4 ปี
พ.ศ. 2538 พระบาทสมเด็จพระเจ้าอยู่หัวภูมิพลอดุลยเดช ฯ ได้ลงพระปรมาภิไธยประกาศในราชกิจจานุเบกษา เริ่มใช้พระราชบัญญัติสถาบันราชภัฏ เมื่อวันที่ 25 มกราคม 2538
พ.ศ.2540 สถาบันราชภัฏเพชรบูรณ์ ทูลเกล้าฯ ถวายปริญญาวิทยาศาสตรดุษฎีบัณฑิตกิตติมศักดิ์ สาขาวิชาวิทยาศาสตร์ โปรแกรมวิชาวิทยาการคอมพิวเตอร์ แด่พระบาทสมเด็จพระปรมินทรมหาภูมิพล อดุลยเดช

พ.ศ. 2542 สถาบันราชภัฏเพชรบูรณ์ ทูลเกล้าฯ ถวายประกาศสดุดีเฉลิมพระเกียรติคุณ แด่สมเด็จ
พระเจ้าพี่นางเธอเจ้าฟ้ากัลยาณิวัฒนา กรมหลวงนราธิวาส ราชนครินทร์ และ ทูลเกล้าฯ ถวายปริญญา วิทยาศาสตรดุษฎีบัณฑิตกิตติมศักดิ์ แด่พระเจ้าวรวงศ์เธอ พระองค์เจ้าโสมสวลี พระวรราชา ทินัดดามาตุต่อมาพระบาทสมเด็จพระปรมินทรมหาภูมพลอดุลยเดช มีพระราชโองการโปรดเกล้า ฯ ให้ประกาศว่า “โดยที่เป็นการสมควรจัดตั้งมหาวิทยาลัยราชภัฏ ขึ้นแทนสถาบันราชภัฏ” ให้ไว้ ณ วันที่ 10 มิถุนายน พ.ศ. 2547 เป็นปีที่ 59 ในรัชกาลปัจจุบัน ตราเป็นพระราชบัญญัติ เรียกว่า “พระราชบัญญัติมหาวิทยาลัยราชภัฏ พ.ศ. 2547 ” ด้วยพระมหากรุณาธิคุณแห่งองค์พระบาทสมเด็จพระเจ้าอยู่หัว ทำให้ “สถาบันราชภัฏเพชรบูรณ์ ” ยกฐานะเป็น“ มหาวิทยาลัยราชภัฏเพชรบูรณ์ ” นับตั้งแต่บัดนั้นเป็นต้นมา
