ปีพ.ศ. 2534 สมเด็จพระเทพรัตนราชสุดา ฯ สยามบรมราชกุมารี ได้เสด็จพระราชดำเนินไปทรงปลูกป่าบริเวณอ่างเก็บน้ำห้วยลึก หลังสำนักสงฆ์วิชมัยปุญญาราม อำเภอเขาค้อ จังหวัดเพชรบูรณ์ เจ้าอาวาสสำนักสงฆ์วิชมัยปุญญาราม ได้กราบบังคมทูลว่ามีเศรษฐีนีท่านหนึ่ง มีความประสงค์จะขอสร้างพระสถูปเจดีย์ เพื่อบรรจุพระบรมสารีริกธาตุ ที่พระบาทสมเด็จพระเจ้าอยู่หัวพระราชทานมา สมเด็จพระเทพรัตนราชสุดา ฯ สยามบรมราชกุมารี มีพระราชกระแสกับ พลเอก พิจิตร กุลละวณิชย์ ว่าควรจะให้คนไทยทุกหมู่เหล่าได้มีส่วนร่วมในการก่อสร้างพระบรมธาตุเจดีย์ เพื่อบรรจุพระบรมสารีริกธาตุดังกล่าวน่าจะเหมาะสมกว่า


พลเอก พิจิตร กุลละวณิชย์ รองผู้บัญชาการทหารสูงสุด (ขณะนั้น) ได้มีหนังสือกราบบังคมทูลเชิญ สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี เป็นองค์ประธานการสร้างพระสถูปเจดีย์บรรจุพระบรมสารีริกธาตุเขาค้อ และการจัดสร้างวัตถุมงคล และทรงตอบรับเชิญ เป็นองค์ประธานในการก่อสร้าง และทรงเป็นองค์ประธานในพิธีบรรจุพระบรมสารีริกธาตุ ไว้ในพระบรมธาตุเจดีย์กาญจนาภิเษก อำเภอเขาค้อ จังหวัดเพชรบูรณ์ เมื่อวันพฤหัสบดีที่ 14 มกราคม 2542
