การเก็บรวบรวมข้อมูลการวิจัยเป็นการเก็บรวบรวมข้อมูลโดยการใช้แบบสอบถามกับกลุ่มตัวอย่างแบ่งออกเป็น 2 ครั้ง คือ การเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างผู้ทรงคุณวุฒิ และจากกลุ่มตัวอย่างผู้บริหาร และผู้ปฏิบัติงานในสำนักงานเขตบริการสุขภาพเสมือนจริงของประเทศไทย ดังนี้
1. การเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างผู้ทรงคุณวุฒิ เป็นการนำแบบสอบถามไปให้ผู้ทรงคุณวุฒิตอบและรับคืนโดยตรง ได้รับแบบสอบถามกลับมาจากผู้ทรงคุณวุฒิจำนวน 20 คน คิดเป็นร้อยละ 100 ของผู้ทรงคุณวุฒิจำนวน 20 คน ที่กำหนดไว้
2. การเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างผู้บริหาร และผู้ปฏิบัติงานในสำนักงานเขตบริการสุขภาพเสมือนจริงของประเทศไทย เป็นการส่งและรับคืนแบบสอบถามโดยทางไปรษณีย์ ได้รับคืนจากผู้บริหาร และผู้ปฏิบัติงานในสำนักงานเขตบริการสุขภาพเสมือนจริงของประเทศไทย จำนวน 378 แห่ง คิดเป็นร้อยละ 98.44 ของผู้บริหาร และผู้ปฏิบัติงานในสำนักงานเขตบริการสุขภาพเสมือนจริงของประเทศไทย จำนวน 664 แห่ง ที่กำหนดไว้
