ด้านการช่วยเหลือผู้ประสบภัย  ให้ดำเนินการช่วยเหลือสิ่งของหรือจ่ายเป็นเงิน โดยคำนึงถึงสภาพและเหตุการณ์ตามความเหมาะสม ดังนี้
                     ค่าอาหารจัดเลี้ยง หรือแจกจ่ายข้าวสาร อาหารแห้ง และเครื่องกระป๋องคนละไม่เกิน 50 บาท ต่อวัน
                     ค่าเครื่องครัวและอุปกรณ์ในการประกอบอาหาร เท่าที่จ่ายจริง ครอบครัวละไม่เกิน 3,500 บาท
                         ค่าจัดซื้อหรือจัดหาน้ำสำหรับบริโภคและใช้สอยในที่อยู่อาศัยเท่าที่จ่ายจริงตามความจำเป็นจนกว่าเหตุการณ์ประสบภัยพิบัติจะเข้าสู่ภาวะปกติ
                        ค่าวัสดุซ่อมแซมที่อยู่อาศัยประจำ ซึ่งผู้ประสบภัยพิบัติเป็นเจ้าของที่ได้รับความเสียหายบางส่วน และที่อยู่อาศัยของพระภิกษุสามเณรในวัดที่ได้รับความเสียหายบางส่วนเท่าที่จ่ายจริงหลังละไม่เกิน 20,000 บาท
