การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาผลกระทบด้านชุมชนและวัฒนธรรมต่อการพัฒนาเมืองหน้าด่านวัฒนธรรมของพื้นที่ชายแดนแม่สอดและเมืองเมียวดี ศึกษาปัจจัยแห่งความสำเร็จในการพัฒนาเมืองหน้าด่านวัฒนธรรมและเพื่อเสนอยุทธศาสตร์การพัฒนาเมืองหน้าด่านวัฒนธรรม เป็นการวิจัยผสานวิธี ผู้ให้ข้อมูลได้แก่ประชาชนในพื้นที่ 9 อำเภอในจังหวัดตากและผู้บริหารเจ้าหน้าที่ ผู้นำชุมชนและปราชญ์ชาวบ้านที่เกี่ยวข้อง วิเคราะห์ข้อมูลเชิงปริมาณจากค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและวิเคราะห์ข้อมูลเชิงคุณภาพโดยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า ผลกระทบทางด้านชุมชนและวัฒนธรรมต่อการพัฒนาเมืองหน้าด่านวัฒนธรรมภาพรวมอยู่ในระดับมาก โดยผลกระทบต่อวัฒนธรรมทางวัตถุและวัฒนธรรมที่เกี่ยวข้องกับกฎหมายมีค่าสูงสุด ส่วนปัจจัยแห่งความสำเร็จในการพัฒนา ได้แก่ปัจจัยด้านการตลาดและปัจจัยด้านสังคมมีค่าสูงสุด ข้อเสนอยุทธศาสตร์การพัฒนาเมืองหน้าด่านวัฒนธรรมที่ควรดำเนินการ ได้แก่ 1. การแลกเปลี่ยนเรียนรู้ในมิติศาสนา ศิลปะและวัฒนธรรม 2. การพัฒนาการจัดการองค์ความรู้ด้านศาสนา ศิลปะและวัฒนธรรม 3. การปรับปรุงและพัฒนาภูมิทัศน์แหล่งท่องเที่ยวทางวัฒนธรรม 4. ด้านการจัดตั้งศูนย์บริการข้อมูลหน้าด่านวัฒนธรรมอาเซียน และ 5. การสร้างเครือข่ายด้านศาสนา ศิลปะและวัฒนธรรม
