“เวียงโกศัย” มาจากชื่อที่ใช้เรียกจังหวัดแพร่ในอดีต อุทยานแห่งชาติเวียงโกศัยเป็นอุทยานแห่งชาติแห่งแรกของจังหวัดแพร่ มีพื้นที่ครอบคลุมท้องที่อำเภอลอง อำเภอวังชิ้น จังหวัดแพร่ และอำเภอเถิน อำเภอสบปราบ อำเภอแม่ทะ จังหวัดลำปาง มีสภาพป่าเป็นภูเขาสูงสลับซับซ้อน ทิวทัศน์และน้ำตกสวยงามหลายแห่ง เช่น น้ำตกแม่เกิ๋งหลวง น้ำตกแม่เกิ๋งน้อย และมีบ่อน้ำแร่แม่จอก ซึ่งเป็นบ่อน้ำร้อน ทั้งเป็นแหล่งต้นน้ำลำธาร เนื้อที่ประมาณ 256,250 ไร่ หรือ 410 ตารางกิโลเมตร

น้ำตกแม่เกิ๋ง อยู่ในเขตป่าสงวนแห่งชาติแม่เกิ๋ง ท้องที่ตำบลแม่ป้าก อำเภอวังชิ้น จังหวัดแพร่ เป็นน้ำตกที่สวยงามและมีน้ำตกตลอดทั้งปี ในปี พ.ศ.2519 อำเภอวังชิ้น มีโครงการจะสร้างเป็นอุทยานเพื่อเป็นสถานที่พักผ่อนหย่อนใจ ซึ่งกรมป่าไม้มีหนังสือที่ กส. 0708/12473 ลงวันที่ 18 กรกฎาคม 2522 ให้นายวิจารณ์ วิทยศักดิ์ นักวิชาการป่าไม้ 6 ไปทำการสำรวจ ปรากฏว่า บริเวณน้ำตกแม่เกิ๋งเป็นพื้นที่ที่เหมาะสมจัดตั้งเป็นวนอุทยานได้ ตามหนังสือรายงานที่ กส. 0788/188 ลงวันที่ 10 กันยายน 2522

กรมป่าไม้จึงได้มีหนังสือด่วนมากที่ กส. 0708/17711 ลงวันที่ 1 ตุลาคม 2522 ให้ป่าไม้เขตแพร่ส่งเจ้าหน้าที่เข้าไปสำรวจอีกครั้งหนึ่ง ซึ่งเขตแพร่ได้มีคำสั่งที่ 816/2522 ให้นายทวี สุขโกษา เจ้าพนักงานป่าไม้ 5 สำรวจหาข้อมูลบริเวณน้ำตกแม่เกิ๋ง เพื่อดำเนินการจัดตั้งให้เป็นอุทยานแห่งชาติน้ำตกแม่เกิ๋ง ตามนโยบายของนายณรงค์ วงศ์วรรณ สมาชิกสภาผู้แทนจังหวัดแพร่ อดีตรัฐมนตรีช่วยว่าการกระทรวงมหาดไทย และเพื่อเป็นการสนองนโยบายของรัฐบาลตามมติคณะรัฐมนตรี เมื่อวันที่ 9 มกราคม 2522 ที่ให้รักษาป่าไว้โดยการประกาศให้เป็นเขตอุทยานแห่งชาติ และกองอุทยานแห่งชาติ กรมป่าไม้ ได้มีคำสั่งที่ 2478/2522 ลงวันที่ 7 ธันวาคม 2522 ให้นายวิทยา เฉิดดิลก นักวิชาการป่าไม้ 6 ไปทำหน้าที่หัวหน้าอุทยานแห่งชาติแม่เกิ๋ง และทำการสำรวจจัดตั้งอุทยานแห่งชาติแห่งนี้

สำนักงานป่าไม้เขตแพร่ได้มีหนังสือเลขที่ กส. 0709 (พร) / 1619 ลงวันที่ 19 มีนาคม 2523 ส่งรายงานการสำรวจของ นายทวี สุขโกษา ลงวันที่ 14 มีนาคม 2523 และอุทยานแห่งชาติแม่เกิ๋ง ได้มีหนังสือรายงานการสำรวจที่ กส. 0708 (มก) / 23 ลงวันที่ 24 มิถุนายน 2523 ปรากฏว่า พื้นที่ป่าสงวนแห่งชาติ (บางส่วน) ท้องที่อำเภอวังชิ้น อำเภอลอง จังหวัดแพร่ และป่าโครงการไม้ฟืน (บางส่วน) อำเภอสบปราบ กับป่าโครงการ (บางส่วน) อำเภอเถิน จังหวัดลำปาง รวมเนื้อที่ประมาณ 410 ตารางกิโลเมตร ลักษณะทั่วไปมีทิวทัศน์ทางธรรมชาติที่สวยงามมีสัตว์ป่านานาชนิด มีคุณค่าทางด้านการศึกษามากเหมาะสมที่จะจัดตั้งเป็นอุทยานแห่งชาติ

กรมป่าไม้ได้นำเสนอคณะกรรมการอุทยานแห่งชาติ มีมติในการประชุมครั้งที่ 2/2523 เมื่อวันที่ 8 สิงหาคม 2523 เห็นสมควรให้ออกพระราชกฤษฎีกากำหนดให้พื้นที่ดังกล่าวเป็นอุทยานแห่งชาติ และให้ใช้ชื่อว่า “อุทยานแห่งชาติเวียงโกศัย” ซึ่งเป็นชื่อดั้งเดิมของจังหวัดแพร่

ในปี 2524 ได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าแม่พริก ป่าแม่ เสลียม ป่าแม่ทาน และป่าแม่จางฝั่งซ้าย ในท้องที่ตำบลดอนไฟ ตำบลบ้านกิ่ว ตำบลบ้านบอน อำเภอแม่ทะ ตำบลสมัย ตำบลสบปราบ อำเภอสบปราบ และตำบลแม่ถอด ตำบลแม่ปะ อำเภอเถิน จังหวัดลำปาง และป่าแม่สรอบ ป่าแม่เกิ๋ง ป่าแม่ปง และป่าแม่ลอง ในท้องที่ตำบลหัวทุ่ง อำเภอลอง และตำบลแม่ห้าก ตำบลแม่พุง ตำบลสรอย อำเภอวังชิ้น จังหวัดแพร่ ให้เป็นอุทยานแห่งชาติ โดยประกาศไว้ในราชกิจจานุเบกษา เล่ม 98 ตอนที่ 168 ลงวันที่ 9 ตุลาคม 2524 จัดเป็นอุทยานแห่งชาติลำดับที่ 35 ของประเทศ

ในปี 2554 ได้มีพระราชกฤษฎีกาเพิกถอนอุทยานแห่งชาติป่าแม่จางฝั่งซ้าย ป่าแม่จางใต้ฝั่งซ้าย ป่าแม่ทาน ป่าแม่เลิม และป่าแม่ปะ ป่าแม่ปงและป่าแม่ลอง ป่าแม่เกิ๋ง และป่าแม่สรอย บางส่วน ในท้องที่ตำบลแม่ปะ อำเภอเถิน จังหวัดลำปาง พ.ศ. 2554 ประกาศในราชกิจจานุเบกษา ฉบับกฤษฎีกา เล่ม 128 ตอนที่ 35 ก วันที่ 12 พฤษภาคม 2554 ซึ่งเหตุผลในการประกาศใช้พระราชกฤษฎีกาฉบับนี้ คือ เพิกถอนพื้นที่อุทยานแห่งชาติเวียงโกศัย บางส่วน ในท้องที่ตำบลแม่ปะ อำเภอเถิน จังหวัดลำปาง เนื้อที่ 134-1-60 ไร่ เพื่อก่อสร้างโครงการอ่างเก็บน้ำห้วยแม่ปะอันเนื่องมาจากพระราชดำริ

ลักษณะภูมิประเทศ
ลักษณะภูมิประเทศเป็นภูเขาสูงชัน ความลาดชันโดยเฉลี่ยประมาณ 80 องศา จุดสูงสุดจากระดับน้ำทะเล 1,267 เมตร ความสูงของพื้นที่จากระดับน้ำทะเลโดยเฉลี่ยประมาณ 800 เมตร ปกคลุมด้วยป่าดิบแล้งและป่าเบญจพรรณเป็นเทือกเขาที่เขียวชอุ่ม มีหน้าผาสูงชันสลับซับซ้อนเป็นแหล่งกำเนิดของลำห้วยหลายสาย เช่น แม่เกิ๋ง แม่จอก แม่สิน แม่ป้าก ฯลฯ ซึ่งเป็นลำน้ำสาขาของแม่น้ำยม และภูเขาเป็นภูเขาหินทราย ทำให้ดินที่เกิดจากการผุสลายของภูเขาเป็นดินร่วนปนทราย มีการระบายน้ำดี บริเวณที่ราบเชิงเขามีลักษณะเป็นลูกรัง โดยเฉลี่ยดินมีความอุดมสมบูรณ์ดีมาก

ลักษณะภูมิอากาศ
ภูมิอากาศของอุทยานแห่งชาติเวียงโกศัย แบ่งออกเป็น 3 ฤดูกาล คือ ฤดูร้อน ระหว่างเดือนมีนาคม-พฤษภาคม อุณหภูมิสูงสุดประมาณ 39 องศาเซลเซียส ในเดือนเมษายน ฤดูฝน ระหว่างเดือนมิถุนายน-ตุลาคม ฤดูหนาว ระหว่างเดือนพฤศจิกายน-กุมภาพันธ์ อุณหภูมิต่ำสุดประมาณ 13 องศาเซลเซียส ในเดือนธันวาคม

พืชพรรณและสัตว์ป่า
สภาพป่าตอนบนของเทือกเขามีลักษณะเป็นป่าดิบแล้ง ส่วนตอนล่างมีลักษณะเป็นป่าเบญจพรรณ พันธุ์ไม้ที่สำคัญ ได้แก่ มะค่าโมง ยาง ดำดง ตะแบก ประดู่ แดง และสักซึ่งขึ้นอยู่ปะปนบ้าง ส่วนพืชพื้นล่างเป็นพวกไผ่ชนิดต่างๆ ปาล์ม หวาย และเอื้องดิน หญ้าเพ็ก เป็นต้น

สัตว์ป่าที่เคยพบอาศัยอยู่ในป่าแห่งนี้มี เสือ หมีควาย แต่ถูกลักลอบเข้ามาล่าอย่างหนัก เหลือแต่สัตว์ขนาดเล็กๆ เช่น เก้ง หมูป่า กระรอก กระแต และนกชนิดต่างๆ มีชุกชุมอยู่ในบริเวณหุบเขา และแหล่งน้ำต่าง ๆ
