การวิจัยเรื่อง “ปัจจัยที่มีผลต่อการเกิดขึ้นของทีวีชุมชนในระบบดิจิตอล” มีวัตถุประสงค์เพื่อศึกษา ปัจจัยที่มีผลต่อการเกิดขึ้นของทีวีชุมชน การมีส่วนร่วมของชุมชนต่อการเกิดขึ้นของทีวีชุมชน นโยบายขององค์กรกำกับดูแลต่อการเกิดขึ้นของทีวีชุมชน ไปจนถึงข้อเสนอแนะต่อการเกิดขึ้นของทีวีชุมชนในมุมมองจากตัวแทนผู้ชมและนักวิชาการ ด้วยวิธีวิจัยเชิงคุณภาพในการเก็บรวบรวมข้อมูลด้วยการสัมภาษณ์แบบเจาะลึก และการศึกษาจากเอกสาร โดยใช้แนวคิดการสื่อสารเพื่อการพัฒนา แนวคิดการสื่อสารเพื่อชุมชน แนวคิดสื่อชุมชน แนวคิดการสื่อสารแบบมีส่วนร่วม และแนวคิดการบริหารจัดการบุคคลกรในสื่อชุมชนมาเป็นกรอบในการวิเคราะห์

อีกปัจจัยที่ทำให้ทีวีชุมชนอยู่รอดและเข้มแข็ง คือปัจจัยด้านเครือข่ายภายในชุมชน โดยเฉพาะเครือข่ายสถาบันการศึกษาในชุมชน ที่จะเป็นส่วนสนับสนุนสำคัญในเชิงองค์ความรู้และทักษะวิชาชีพในการผลิตรายการให้กับทีวีชุมชน ที่จะทำงานร่วมกับเครือข่ายภาคประชาสังคมในพื้นที่ในการขับเคลื่อนนำไปสู่การพัฒนาชุมชนให้สอดคล้องกับความต้องการชุมชนให้เห็นเป็นรูปธรรม นอกจากนี้ยังพบว่าเครือข่ายภาคประชาสังคมภายในชุมชนยังทำงานร่วมกับเครือข่ายภาคประชาสังคมภายนอกชุมชน ซึ่งนับเป็นทุนทางสังคมเดิม ที่ทำให้ทีวีชุมชนเกิดการรวมกลุ่มกันเป็นเครือข่ายทีวีชุมชนในระดับกลุ่มจังหวัด ที่คอยสนับสนุนแลกเปลี่ยนเนื้อหารายการที่มีความต้องการรับข้อมูลข่าวสารคล้ายคลึงกัน ทำให้เกิดเป็นเครือข่ายทีวีชุมชนที่มีความเข้มแข็งและใกล้ชิดกับชุมชน เป็นทางเลือกให้กับชุมชนในการเปิดรับข้อมูลข่าวสารใกล้ตัว ต่อรองกับสถานีโทรทัศน์ส่วนกลางที่นำเสนอเนื้อหาเหล่านี้ได้อย่างจำกัด
