สำหรับการจัดตั้งประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community – AEC ) ให้เกิดขึ้นภายใน 2015 เพื่อให้อาเซียนเคลื่อนย้ายสินค้า, บริการ, การลงทุน แรงงานฝีมือ , และเงินทุนอย่างเสรี เพื่อส่งเสริมการแบ่งการผลิตสินค้าและบริการภายในอาเซียนด้วยกัน โดยจะเน้นใช้วัตถุดิบภายในอาเซียนเป็นหลัก ตามความถนัด เนื่องจากแต่ละประเทศมีวัตถุดิบที่ไม่เหมือนกัน ถ้าจะให้ผลิตทุกอย่าง จะเป็นการเพิ่มต้นทุนสินค้า

สำหรับ 11 สาขานำร่องมีดังนี้ 7.สาขาอิเล็กทรอนิกส์ 8. สาขาเทคโนโลยีสารสนเทศ 10. สาขาท่องเที่ยว 11. สาขาการบิน
