ที่ 94/2559
เรื่อง กำหนดอัตราค่าบริการในการอนุมัติอนุญาตในนิคมอุตสาหกรรม
ด้วยระบบอิเล็กทรอนิกส์ (Electronic Permission &Privilege(e-PP))

อาศัยอำนาจตามมาตรา 11 มาตรา 12 และมาตรา 14 แห่งพระราชบัญญัติการนิคมอุตสาหกรรมแห่งประเทศไทย พ.ศ. 2522 ประกอบกับมติคณะกรรมการการนิคมอุตสาหกรรมแห่งประเทศไทยในการประชุมครั้งที่ 4/2559 เมื่อวันที่ 12 เมษายน 2559 การนิคมแห่งประเทศไทยจึงประกาศกำหนดอัตราค่าบริการในการอนุมัติอนุญาตในนิคมอุตสาหกรรมด้วยระบบอิเล็กทรอนิกส์ (Electronic Permission &Privilege(e-PP)) ดังต่อไปนี้
ข้อ 1 ให้ยกเลิกการประกาศการนิคมอุตสาหกรรมแห่งประเทศไทย ที่ 2/2553 เรื่อง กำหนดอัตราค่าบริการการออกหนังสือรับรองสิทธิประโยชน์ด้านภาษีอากรด้วยระบบอิเล็กทรอนิกส์ (Electronic Permission &Privilege(e-PP))และระบบ e-Paperless ลงวันที่ 6 มกราคม 2553
ข้อ 2 ในประกาศนี้
“กนอ.”หมายความว่า การนิคมอุตสาหกรรมแห่งประเทศไทย
“ค่าบริการที่ใช้ระบบ e-PP.”หมายความว่า ค่าบริการที่ การนิคมอุตสาหกรรมแห่งประเทศไทย เรียกเก็บในการยื่นคำขออนุญาตผ่านระบบ e-PP
“ค่าบริการลงข้อมูล.” หมายความว่า ค่าบริการที่ การนิคมอุตสาหกรรมแห่งประเทศไทย เรียกเก็บในกรณีที่ผู้ยื่นคำขอได้ยื่นคำขอตามแบบด้วยเอกสารซึ่ง การนิคมอุตสาหกรรมแห่งประเทศไทย จำต้องนำข้อมูลในคำขอบันทึกลงระบบ e-PP
ข้อ 3 การอนุมัติผังแม่บท
(1)การอนุมัติแก้ไขผังแม่บท 10000 บาท/คำขอ
(2)ค่าบริการตามพื้นที่ที่ขอแก้ไขเปลี่ยนแปลง
(เศษของไร่ให้คิดเป็น 1 ไร่) 250 บาท/ไร่
ข้อ 4 การอนุญาตใช้ที่ดินและประกอบกิจการ
(1)ค่าบริการในการใช้ระบบ e-PP 200 บาท/คำขอ
(2)ค่าบริการในการใช้ระบบ e-PP จะเรียกเก็บพร้อมค่าบริการอนุญาต
ข้อ 5 การอนุญาตก่อสร้าง
(1)ค่าบริการในการใช้ระบบ e-PP 200 บาท/คำขอ
(2)ค่าบริการในการใช้ระบบ e-PP จะเรียกเก็บพร้อมค่าบริการอนุญาต

ข้อ 6 การอนุญาตสิทธิประโยชน์ที่ไม่เกี่ยวกับภาษีอากร
(1) กำหนดอัตราค่าบริการอนุญาต และค่าบริการในการใช้ระบบ e-PP ดังนี้
(1.1) การอนุญาตให้นำคนต่างด้าวซึ่งเป็นช่างฝีมือ ผู้ชำนาญการ
เข้ามาทำงานในนิคมอุตสาหกรรม รวมทั้งคู่สมรสและบุคคลซึ่งอยู่ในอุปการะของบุคคลดังกล่าวเข้ามาอยู่ในราชอาณาจักร
การต่ออายุการอนุญาต และการขยายระยะเวลาทำงานของคนต่างด้าว 2,000 บาท/บุคคล
(1.2) การอนุญาตให้คนต่างด้าวถือกรรมสิทธิ์ในที่ดิน 3,000 บาท/คำขอ
(1.3) ค่าบริการในการใช้ระบบ e-PP 200 บาท/คำขอ
(2) ค่าบริการในการใช้ระบบ e-PP จะเรียกเก็บพร้อมค่าบริการอนุญาต
ข้อ 7 การอนุญาตสิทธิประโยชน์ที่เกี่ยวกับภาษีอากร
(1) ในข้อนี้
‘’ผู้ใช้บริการ’’ หมายความว่า ผู้ประกอบอุตสาหกรรมหรือผู้ประกอบพาณิชยกรรมในเขตประกอบการเสรี
‘’ หนังสือรับรอง’’ หมายความว่า หนังสือรับรองสิทธิประโยชน์ด้านภาษีอากรในการนำเข้า-ส่งออก
ด้วยระบบอิเล็กทรอนิกส์ (Electronic Permission & Privilege (e-PP)) และระบบ e-Paperless
(2) กำหนดอัตราค่าบริการอนุญาต และค่าบริการในการใช้ระบบ e-PP ดังนี้
(2.1) ค่าบริการในการใช้ระบบ e-PP หรือค่าบริการออกหนังสือรับรองปรับเพิ่มขึ้นปีละ 10 บาท
เป็นระยะเวลา 5 ปี ดังนี้
ตั้งแต่วันที่ 1 ตุลาคม 2559 ถึงวันที่ 30 กันยายน 2560 ฉบับละ 100 บาท
ตั้งแต่วันที่ 1 ตุลาคม 2560 ถึงวันที่ 30 กันยายน 2561 ฉบับละ 110 บาท
ตั้งแต่วันที่ 1 ตุลาคม 2561 ถึงวันที่ 30 กันยายน 2562 ฉบับละ 120 บาท
ตั้งแต่วันที่ 1 ตุลาคม 2562 ถึงวันที่ 30 กันยายน 2563 ฉบับละ 130 บาท
ตั้งแต่วันที่ 1 ตุลาคม 2563 ถึงวันที่ 30 กันยายน 2564 ฉบับละ 140 บาท
(2.2) ค่าบริการอนุญาตนอกเวลาในวันหยุดเสาร์และอาทิตย์
ทั้งนี้ไม่รวมวันหยุดนักขัตฤกษ์ 500 บาท/คำขอ
(3) ผู้ใช้บริการจะต้องวางเงินค่าบริการล่วงหน้าเป็นเงินสดโดยมีวงเงินไม่น้อยกว่า 1,000 บาท
ณ กองการเงิน สำนักงานใหญ่ การนิคมอุตสาหกรรมแห่งประเทศไทย หรือสำนักงานนิคมอุตสาหกรรมที่สถานประกอบกิจการตั้งอยู่
(4) การชำระค่าบริการในการใช้ระบบ e-PP และค่าบริการอนุญาตนอกเวลาในวันหยุดเสาร์และอาทิตย์
การนิคมอุตสาหกรรมแห่งประเทศไทย จะหักจากเงินค่าบริการล่วงหน้าที่ผู้ใช้บริการวางไว้กับ การนิคมอุตสาหกรรมแห่งประเทศไทย
(5) ถ้าเงินค่าบริการที่ผู้ใช้บริการวางไว้ล่วงหน้าลดลงต่ำกว่า 300 บาท การนิคมอุตสาหกรรมแห่งประเทศไทย จะปิดการให้บริการทันที
โดยมิต้องแจ้งเตือนให้ผู้ใช้บริการทราบ
(6) การนิคมอุตสาหกรรมแห่งประเทศไทย จะคืนเงินค่าบริการล่วงหน้าส่วนที่เหลืออยู่ให้แก่ผู้ใช้บริการต่อเมื่อผู้ใช้บริการเลกประกอบกิจการ
หรือ การนิคมอุตสาหกรรมแห่งประเทศไทย ยกเลิกหนังสืออนุญาตให้ใช้ที่ดินและประกอบกิจการในนิคมอุตสาหกรรม
ข้อ 8 ในกรณีที่ผู้ยื่นคำขอได้ยื่นคำขอตามแบบด้วยเอกสารซึ่ง การนิคมอุตสาหกรรมแห่งประเทศไทย จะต้องนำข้อมูลในคำขอบันทึกลงระบบ e-PP เพื่อพิจารณาอนุญาตตามขั้นตอน การนิคมอุตสาหกรรมแห่งประเทศไทย จะเรียกเก็บค่าบริการลงข้อมูล (Data Entry พร้อมสแกนเอกสาร) ในอัตราดังนี้
(1) คำขอด้านการอนุญาตให้ใช้ที่ดินและประกอบกิจการ
(1.1) คำขอใช้ที่ดินเพื่อประกอบกิจการในนิคมอุตสาหกรรม (กนอ.01/1)
