ความตกลงด้านการลงทุนอาเซียน (ASEAN Comprehensive Investment Agreement: ACIA) เป็นส่วนหนึ่งของแผนงานการจัดตั้งประชาคมเศรษฐกิจอาเซียน (AEC Blueprint) ซึ่งมีการริเริ่มขึ้นในการประชุมรัฐมนตรีเศรษฐกิจอาเซียน ครั้งที่ 39 เมื่อวันที่ 23 สิงหาคม 2550 โดยที่ประชุมได้เห็นชอบและมีมติร่วมกันให้คณะกรรมการความร่วมมือด้านการลงทุนอาเซียนทำการปรับปรุงความตกลงที่มีอยู่เดิมทั้ง 2 กรอบ ได้แก่ กรอบความตกลงเขตการลงทุนอาเซียนซึ่งเป็นข้อตกลงเปิดเสรีการลงทุนที่มีผลบังคับใช้ในปี 2541 และความตกลงส่งเสริมและคุ้มครองการลงทุนของอาเซียนซึ่งมีผลบังคับใช้ในปี 2530 ให้มีความสอดคล้องกับกฎเกณฑ์การลงทุนในระดับสากล และผนวกรวมกันให้เป็นความตกลงเต็มรูปแบบฉบับเดียวที่มีชื่อเรียกว่า ความตกลงด้านการลงทุนอาเซียนหรือ ACIA ซึ่งต่อมาได้ผ่านความเห็นชอบจากที่ประชุมร่วมระหว่างรัฐมนตรีเศรษฐกิจอาเซียน และคณะกรรมาธิการเขตการลงทุนอาเซียน ครั้งที่ 11 เมื่อวันที่ 26 สิงหาคม 2551 และมีการลงนามในข้อตกลงไปเมื่อวันที่ 27 กุมภาพันธ์ 2552 ที่ประเทศไทย ระหว่างการประชุมสุดยอดผู้นำอาเซียน ครั้งที่ 14
