(2) ให้ส่วนราชการ รัฐวิสาหกิจ และหน่วยงานอื่น ดำเนินการตามมาตรการเพิ่มประสิทธิภาพการใช้จ่ายงบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ. 2559 ที่ได้รับการจัดสรรงบประมาณไว้แล้ว โดยจัดทำแผนการปฏิบัติงานและแผนการใช้จ่ายงบประมาณให้สอดคล้องกับมาตรการส่งเสริมการลงทุนขนาดเล็กนี้ โดยเฉพาะรายการรายจ่ายลงทุนที่มีวงเงินไม่เกิน 1 ล้านบาท ให้ดำเนินการ ลงนามในสัญญาและเบิกจ่ายให้แล้วเสร็จภายใน 31 ธันวาคม 2558
