ประเทศไทยเป็นสมาชิกหนึ่งใน 5 ของประเทศผู้ก่อตั้งสมาคมอาเซียน โดยการร่วมลงนามในปฏิญญากรุงเทพฯ ของพันเอก (พิเศษ) ถนัด คอมันตร์ รัฐมนตรีว่าการกระทรวงการต่างประเทศ เมื่อวันที่ 8 สิงหาคม พ.ศ.2510 ตามเจตนารมณ์ร่วมกันของ 5 ประเทศผู้ก่อตั้ง คือ เพื่อส่งเสริมความเข้าใจอันดีระหว่างประเทศในภูมิภาค ธำรงไว้ซึ่งสันติภาพ เสถียรภาพ และความมั่นคงปลอดภัยทางการเมือง ความร่วมมือทางเศรษฐกิจ สังคมและวัฒนธรรม บนพื้นฐานของความเสมอภาคและผลประโยชน์ร่วมกัน [1]



ไทยมีบทบาทในเชิงรุก ทั้งในแง่การก่อตั้งและการพัฒนาให้อาเซียนเป็นองค์กรที่มีความสำเร็จ และเป็นจุดกำเนิดของอาเซียนที่สำคัญ โดยมีบทบาทอย่างแข็งขันในกิจกรรมของอาเซียนตลอดมา รวมทั้งยังมีส่วนผลักดันให้อาเซียนมีโครงการความร่วมมือในด้านต่างๆ ที่ทันการณ์และสอดคล้องกับสภาพแวดล้อมและสถานการณ์ระหว่างประเทศ เช่น การมีบทบาทสำคัญในการจัดตั้งเขตการค้าเสรีอาเซียน (ASEAN Free Trade Area) ในปี พ.ศ. 2535 ความร่วมมือด้านการเมืองและความมั่นคงในภูมิภาคเอเชีย-แปซิฟิก หรือ ARF- ASEAN Regional Forum ซึ่งเป็นเวทีที่ใช้พูดคุยปัญหาความมั่นคงในภูมิภาค ในปี พ.ศ. 2537 ความร่วมมือในสนธิสัญญาเขตปลอดอาวุธนิวเคลียร์ในภูมิภาคเอเชียตะวันออกเฉียงใต้ ตลอดจนความริเริ่มในการสร้างเครือข่ายความร่วมมือเพื่อบรรเทาผลกระทบจากวิกฤตการณ์ทางการเงินในปี พ.ศ. 2540
