การค้ามนุษย์ ในปัจจุบันได้รับการพิจารณาว่า เป็นส่วนหนึ่งของอาชญากรรมข้ามชาติ เป็นการละเมิดสิทธิมุนษย์ชนที่ร้ายแรง และเป็นปัญหาที่บั่นทอนความมั่นคงของมนุษย์ โดยเฉพาะการค้าเด็กและหญิง ซึ่งก่อให้เกิดอาชญากรรมทั้งในระดับนานาชาติ ระดับประเทศ และระดับท้องถิ่น และรวมถึงปัญหาสังคมต่างๆ เช่น การแพร่ระบาดของโรคติดต่ออื่นๆ โดยเฉพาะโรคเอดส์ ปัญหายาเสพติด ซึ่งมีผลต่อการพัฒนาคุณภาพชีวิต และความมั่นคงของประเทศทั้งทางด้านเศรษฐกิจ และสังคม วัฒนธรรมของประเทศและประชาคมโลก

“ท่านประธานคณะกรรมาธิการการฯ ให้ความสำคัญกับปัญหาสถานการณ์การค้ามนุษย์มีแนวโน้มเพิ่มสูงขึ้นทุกปี จึงมอบหมายให้ลงพื้นที่ปฏิบัติการขับเคลื่อนนโยบายและยุทธศาสตร์สกัดการค้ามนุษย์ ภายใต้กรอบการดำเนินงาน 4 ด้านหลัก ประกอบด้วย การช่วยเหลือคุ้มครอง การให้ความช่วยเหลือทางด้านกฎหมาย การเสริมสร้างและพัฒนาศักยภาพกลุ่มเป้าหมาย และการป้องกัน

รวมถึงส่งเสริมบทบาทผู้สูงอายุ ให้มีส่วนช่วยดูแลครอบครัวและชุมชน เพื่อไม่ให้ปัญหาเหล่านี้ส่งผลทำให้ประเทศไทยเสียผลประโยชน์ในเวทีสากล ที่ทุกภาคส่วนต้องให้ความร่วมมือในการป้องกันและแก้ไขปัญหาเพราะปัญหาส่งผลกระทบต่อการพัฒนาทรัพยากรมนุษย์และความมั่นคงของสังคมโดยรวม” น.ส.วีรุทัย กล่าวและว่า การดูแลป้องกันแก้ไขต้องอาศัยเครือข่ายการทำงานประสานความร่วมมือและเกิดการบูรณาการการทำงานร่วมกัน จึงจะส่งผลให้เกิดความครอบคลุมในทุกกลุ่มเป้าหมาย อาสาสมัครสาธารณสุข (อสม.) เกี่ยวข้องกับประชาชนในลักษณะเครือข่ายสุขภาพ สามารถเข้าถึงประชาชนได้โดยตรงสามารถสร้างโอกาสการเรียนรู้ ส่งผลให้ประชาชนในชุมชน ได้เข้าถึงและเข้าใจดังนั้นการบรรยายเผยแพร่ความรู้ แก่ อสม. จนสามารถเข้ามามีส่วนร่วมในการให้ความรู้แก่ประชาชน จนเกิดกระบวนการพัฒนาพฤติกรรมได้อย่างมีประสิทธิภาพ
