6.การติดตาม ประเมินผล และเฝ้าระวัง
การลงพื้นที่ของคณะผู้วิจัยได้เห็นความแตกต่างกันมากเมื่อเทียบทุก 2 เดือนเป็น จำนวน 3 ครั้ง (เดือนตุลาคม พ.ศ. 2556 เดือนธันวาคม พ.ศ. 2556 และเดือนกุมภาพันธ์ พ.ศ. 2557) จะเห็นได้ว่ามีจำนวนนักท่องเที่ยวที่มาเที่ยวบนเกาะเสม็ดมีจำนวนมากทั้งนักท่องเที่ยวชาวไทยและนักท่องเที่ยวชาวต่างชาติ ซึ่งสามารถสังเกตได้จากความหนาแน่นของคนบนชายหาดแต่ละหาด โดยเฉพาะสังเกตได้จากจำนวนผู้โดยสารบนเรือแต่ละเที่ยวที่ข้ามไปบนเกาะเสม็ด ที่มีจำนวนคนนั่งจนเต็มลำเรือทั้งนี้แบ่งการติดตาม ประเมินผล และเฝ้าระวังเป็น 3 กลุ่ม ได้แก่ 1) การติดตามประเมินผล และเฝ้าระวังผลกระทบต่อผู้ทำการประมง พบว่า การประกอบอาชีพประมงปัจจุบันของคนบนเกาะเสม็ดมีจำนวน น้อยมาก เมื่อเทียบกับจำนวนของชาวประมงที่ได้รับผลกระทบที่มีท่าเรืออยู่ทางฝั่งบ้านเพ การติดตามผลทางด้านสารเคมีและสารที่เป็นพิษต่อผู้บริโภคยังคงอยู่ในขั้นตอนของการติดตามและเฝ้าระวังของหน่วยงานและองค์กรที่เกี่ยวข้อง โดยข้อเรียกร้องของประชาชนที่มีมากคือการให้ข้อมูลข่าวสารเกี่ยวกับสารพิษ สารเคมีหรือสารตกค้างอันเนื่องมาจากน้ำมันที่รั่วไหลแก่ประชาชนอย่างต่อเนื่อง และต้องการให้เผยแพร่ข้อเท็จจริงอย่างต่อเนื่องต่อสาธารณะชนในสื่อต่าง ๆ อย่างทั่วถึงอีกด้วย 2) การติดตาม ประเมินผล และเฝ้าระวังผลกระทบต่อการใช้ชีวิตของประชาชนหลังเกิดเหตุการณ์น้ำมันดิบรั่วไหล ยังคงเน้นเรื่องสภาพจิตใจของประชาชนทั้งที่อาศัยอยู่บนเกาะเสม็ด และประชาชนที่อาศัยอยู่ทางฝั่งบ้านเพ ที่ยังคงกังวลและไม่แน่ใจในมาตรการป้องกันและแก้ไขของทางกลุ่มโรงงานอุตสาหกรรม โดยรวมถึงโรงงานในเขตอุตสาหกรรมชายฝั่งอีสเทิร์นซีบอร์ด ทั้งโรงงานขนาดเล็ก และขนาดใหญ่ที่มีพื้นที่ติดกับชายฝั่งทะเลอ่าวไทยอีกด้วย การเฝ้าระวังหนทางที่อาจจะเป็นทางเลือกหนึ่งคือ ทางกลุ่มโรงงานอุตสาหกรรมควรต้องลงสู่ชุมชนให้มากยิ่งขึ้นและทั่วถึง ไม่เพียงเฉพาะช่วงเวลาใดเวลาหนึ่ง แต่จะต้องใช้ระยะเวลาต่อเนื่องยาวนาน ทั้งการออกหน่วยอาสาสัมพันธ์ชุมชน การออกหน่วยแพทย์บริการ การร่วมมือกับองค์กรภาครัฐการอบรมสัมมนาให้ความรู้เพื่อเพิ่มความเชื่อมั่น และ 3) การติดตาม ประเมินผล และเฝ้าระวังผลกระทบต่อการประกอบธุรกิจ จากการสังเกตพบว่า จำนวนผู้ประกอบธุรกิจที่หาดทรายแก้วมีจำนวนเพิ่มขึ้นพอสมควร แสดงให้เห็นว่าการประกอบธุรกิจของพวกเขากลับมาสู่สภาพปกติ จากการสัมภาษณ์ผู้ประกอบการที่เกาะเสม็ดนี้ได้ข้อมูลที่ชี้ให้เห็นว่าธุรกิจของพวกเขาดีขึ้นแล้วตอนนี้ ทั้งนี้การประกอบธุรกิจบนเกาะเสม็ดและแถบชายฝั่งบ้านเพจะอาศัยการทำมาหากินจากธุรกิจการท่องเที่ยวเป็นหลัก ซึ่งปัจจัยที่ส่งผลต่อปริมาณจำนวนนักท่องเที่ยวมีหลายประการ ดังนั้น ประชาชนผู้ประกอบธุรกิจและหน่วยงานที่เกี่ยวข้องควรร่วมมือกันศึกษาและวางนโยบายที่จะสามารถช่วยส่งเสริมให้เกิดการท่องเที่ยวอย่างยั่งยืนและเติบโตมากยิ่งขึ้น
