พระบาทสมเด็จพระเจ้าอยู่หัวพระราชทานแนวพระราชดำริริเริ่ม “โครงการหลวง” ในการพัฒนาและวิจัย พร้อมทั้งพระราชทานทุนการศึกษาแก่นักเรียนไทยไปศึกษาต่อต่างประเทศ เพื่อนำกลับมาพัฒนาประเทศ โดยทรงมีพระราชดำริให้มีการอนุรักษ์พร้อมกับการฟื้นฟูทรัพยากรธรรมชาติและสิ่งแวดล้อม

เมื่อพุทธศักราช ๒๕๐๘ พระบามสมเด็จพระเจ้าอยู่หัวทรงประทับแรมกลางป่าในคราวเสด็จเยี่ยมราษฎรในพื้นที่ทางภาคเหนือ ได้เสด็จเยี่ยมชาวเขาในหมู่บ้านต่างๆ ของภาคเหนือที่จังหวัดเชียงใหม่ ทอดพระเนตรเห็นสภาพความเป็นอยู่อันยากลำบากของชาวเขา รวมทั้งสภาพป่าที่ถูกทำลาย อันจะส่งผลต่อไปยังสภาพต้นน้ำลำธารของประเทศ พระบาทสมเด็จพระเจ้าอยู่หัวจึงสนับสนุนให้มีการวิจัยไม้เมืองหนาว เพื่อช่วยให้ชาวเขาเลิกปลูกฝิ่น หันมาปลูกพืชที่ทำการวิจัยแทน ทั้งยังเป็นการเปลี่ยนวิธีการปลูกพืชที่ต้องถางป่าทำลายหน้าดิน ให้เป็นวิธีการปลูกที่ถูกต้องเหมาะสม โดยมีผู้เชียวชาญทางด้านเกษตรกรรมให้คำแนะนำแก่ชาวเขาอย่างใกล้ชิด
ปัจจุบัน เวลาที่ผ่านมากว่า ๓๐ ปี ของโครงการหลวงฯ ได้สร้างชีวิตใหม่และทำให้คนไทยกลุ่มหนึ่งมีอาชีพและมีชีวิตความเป็นอยู่ดี กว่าเดิม อย่างเห็นได้ชัด มีป่าไม้ และต้นน้ำลำธารเป็นแหล่งชีวิตต่อไปอีกนานเท่านาน
