การรวมอำนาจ (Centralization) หมายถึง การจัดองค์การที่รวมเอาอำนาจหน้าที่ (Authority) ในการตัดสินใจวินิจฉัยสั่งการในการบริหารงานไว้ที่ส่วนกลางหรือสำนัก
งานใหญ่หรือรวมอำนาจดังกล่าวไว้ที่ผู้บังคับบัญชาระดับสูงมิได้มอบหมายให้แก่ผู้บังคับบัญชาระดับรองมีความสัมพันธ์ ใกล้ชิดระหว่างผู้บังคับบัญชาและผู้ใต้บังคับบัญชา โดยมีระเบียบกฎเกณฑ์เป็นสิ่งช่วยในการบริหาร

ข้อดี ของการรวมอำนาจ คือ
1.)มีการกำหนดนโยบาย และแนวทางปฏิบัติเหมือนกันทั้งองค์การ
2.)มีเอกภาพในการบริหาร (Unity of Command) ไม่มีการก้าวก่ายกันในการสั่งงานมีการประสานงานดี สามารถรวบรวมข้อมูลจากแหล่งต่างๆ มากประกอบการตัดสินใจได้มาก ทำให้มีการตัดสินใจที่มี ประสิทธิภาพ
3.)ผู้บริหารได้ใช้ความสามารถเฉพาะด้านอย่างเต็มที่ และทำให้การควบคุมงานเป็นไปอย่างมี ประสิทธิภาพ
4.)เกิดการประหยัด เช่น เครื่องมือเครื่องใช้ วัสดุบางอย่างใช้หมุนเวียน สับเปลี่ยนกันได้ หรือเมื่อซื้อวัสดุ ก็ซื้อรวมกันเป็นจำนวนมากไว้ที่ส่วนกลาง ทำให้ได้ราคาต่อหน่วยถูกลง เป็นต้น

ข้อเสีย ของการรวมอำนาจ คือ
1.)การบริหารงานอาจล่าช้า เพราะมีระเบียบขั้นตอนมาก เช่น ระเบียบในการจัดซื้อ ต้องขออนุมัติจากส่วนกลาง อาจทำให้เกิดความเสียหายได้
2.)ในทางปฏิบัติ ส่วนกลางไม่สามารถที่ควบคุมได้ทั่วถึง จึงอาจไม่เหมาะสมกับธุรกิจ ขนาดใหญ่ที่มีหน่วยงานย่อย
3.)ไม่เปิดโอกาสให้หน่วยงานย่อยหรือสาขาได้ปฏิบัติงานอย่างอิสระทั้งๆที่ต้อง รับผิดชอบด้วย หรืออาจถึงกับเป็นการทำลายขวัญ ไม่ส่งเสริมให้มีความสร้างสรรค์ก็ได้

การกระจายอำนาจ (Decentralization) หมายถึง การมอบหมายอำนาจหน้าที่ในการวินิจฉัย สั่งการ ให้หน่วยงานสาขาหรือผู้บังคับบัญชา ระดับรอบ ๆ ลงมาได้มีโอกาสตัดสินใจบ้างในบางสิ่งบางอย่าง

ข้อดี ของการกระจายอำนาจ
1.)แบ่งเบาภาระของส่วนกลาง หรือผู้บังคับบัญชา
2.)ลดขั้นตอนในการปฏิบัติงาน ตัดสินใจได้รวดเร็ว คล่องตัว ประหยัดเวลาเกิดผลดีแก่ธุรกิจ ยิ่งในกรณีที่ต้องแข่งกับเวลา
3.)หน่วยงานสาขา หรือผู้บังคับบัญชาระดับรอง ได้มีโอกาสฝึกฝนให้รับผิดขอบในการตัดสินใจ ทำให้มีความคิดริเริ่มสร้างสรรค์ มีขวัญกำลังใจดี

ข้อเสีย ของการกระจายอำนาจ
1.)การกระจายอำนาจมากเกินไป การควบคุมดูแลไม่ทั่วถึงผู้รับผิดชอบหน่วยงานสาขา หรือผู้บังคับบัญชาระดับรอง มีความรู้ และประสบการณ์ไม่เพียงพอเห็นแก่ประโยชน์ ส่วนตน ฯลฯ สิ่งเหล่านี้อาจทำให้เกิดความเสียหาย
2.)ถ้าขาดการวางแผนที่ดี และไม่มีการมอบหมายอำนาจอย่างชัดแจ้ง จะทำให้เกิดความขัดแย้ง เกิดความล่าช้าในการดำเนินงาน
3.)เกิดความสิ้นเปลืองในการใช้ทรัพยากรบริหาร(คน วัสดุ อุปกรณ์ ฯลฯ)
