พระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดช มีพระบรมราชโองการ โปรดเกล้า ฯ ให้ประกาศว่า โดยที่เป็นการสมควรปรับปรุงกฎหมายว่าด้วยการรักษาความสะอาดและ ความเป็นระเบียบเรียบร้อยของบ้านเมือง จึงทรงพระกรุณาโปรดเกล้า ฯ ให้ตราพระราชบัญญัติขึ้นไว้โดยคำแนะนำ และยินยอมของสภานิติบัญญัติแห่งชาติ
มาตรา 4 ในพระราชบัญญัตินี้
"ที่สาธารณะ" หมายความว่า สาธารณสมบัติของแผ่นดินนอกจาก ที่รกร้างว่างเปล่า และหมายความรวมถึงถนนและทางน้ำด้วย
"สถานสาธารณะ" หมายความว่า สถานที่ที่จัดไว้เป็นสาธารณะ สำหรับประชาชนใช้เพื่อการบันเทิง การพักผ่อนหย่อนใจ หรือการชุมนุม
"ถนน" หมายความรวมถึง ทางเดินรถ ทางเท้า ขอบทาง ไหล่ทาง ทางข้ามตามกฎหมายว่าด้วยการจราจรทางบก ตรอก ซอย สะพาน หรือ ถนนส่วนบุคคลซึ่งเจ้าของยินยอมให้ประชาชนใช้เป็นทางสัญจรได้

"สิ่งปฏิกูล" หมายความว่า อุจจาระ หรือปัสสาวะ รวมตลอดถึง วัตถุอื่นใดซึ่งเป็นของโสโครกหรือมีกลิ่นเหม็น

มาตรา 31 ห้ามมิให้ผู้ใด
