ในช่วงแผนพัฒนากีฬาแห่งชาติ ฉบับที่ 1 (พ.ศ. 2535-2539) ในเรื่องของการพัฒนาการกีฬาผลการวิจัย พบว่า ขาดการติดตามและประเมินผลอย่างมีส่วนร่วมอย่างเป็นระบบและต่อเนื่อง ไม่มีระบบข้อมูลที่ทันสมัยเพียงพอต่อการวางแผนหรือการตัดสินใจดำเนินงานเพื่อพัฒนาการกีฬาต่อไป หรือเพื่อการแก้ไขปัญหาได้ทันท่วงที (การกีฬาแห่งประเทศไทย ,2540) รวมทั้งสอดคล้องกับผลการดำเนินงานตามแผนพัฒนากีฬาแห่งชาติ ฉบับที่ 2 (พ.ศ. 2540-2544) ฉบับที่ 3 (พ.ศ.2545-2549) จากผลการวิจัยพบว่ายังมีผลการดำเนินงานหลายส่วนที่ยังไม่บรรลุตามเป้าหมายที่วางไว้ คือ ยุทธศาสตร์การพัฒนาวิทยาศาสตร์และเทคโนโลยีการกีฬา ของสมาคมกีฬาด้านการเผยแพร่ความรู้ด้านวิทยาศาสตร์การกีฬาและเทคโนโลยีทางการกีฬายังมีอยู่ในระดับที่ต่ำ ไม่มีศูนย์สารสนเทศทางด้านวิทยาศาสตร์การกีฬาและเทคโนโลยีทางการกีฬา รวมทั้งยังไม่มีศูนย์สารสนเทศทางการกีฬาเพื่อใช้บริหารงานและไม่มีติดตามประเมินผลการดำเนินงานด้านการกีฬา กฎระเบียบข้อบังคับกฎหมายที่เกี่ยวข้องกับการกีฬายังไม่ได้รับการปรับปรุงให้ทันสมัย การบริหารงานด้านการกีฬาขององค์กรต่างๆ ยังขาดหลักธรรมมาภิบาล และในการบริหารงานด้านการกีฬายังขาดการติดตามและประเมินผล แผนพัฒนากีฬาแห่งชาติฉบับที่ 4 (พ.ศ.2550-2555) อีกทั้งยังพบว่า ผู้บริหาร เจ้าหน้าที่ ยังไม่เคยทราบว่ามีแผนพัฒนากีฬาแห่งชาติ ฉบับที่ 4 เพราะยังมีความคิดว่า ขณะนั้นสมาคมกีฬาต่างๆยังมีความคิดว่า ขณะนี้เรายังใช้แผนพัฒนากีฬาแห่งชาติ ฉบับที่ 3 อยู่ในปัจจุบัน จึงน่าจะเป็นปัญหาที่เราไม่ควรมองข้ามไป (กระทรวงการท่องเที่ยวและกีฬา, 2555)
