วิทยานิพนธ์เล่มนี้เป็นการศึกษาการเลือกทำเลที่ตั้งคลังน้ำมันในประเทศไทย ซึ่งใช้วิธีลำดับขั้นเชิงวิเคราะห์ ( The Analytic Hierarchy Process ; AHP ) โดยมีวัตถุประสงค์เพื่อหาตำแหน่งที่ตั้งคลังน้ำมันที่เหมาะสมใน 3 จังหวัดคือ จังหวัดสระบุรี จังหวัดลำปาง และจังหวัดขอนแก่น
สำหรับขั้นตอนในการวิจัยจะเริ่มจากการกำหนดทางเลือกทำเลที่ตั้งคลังน้ำมันในแต่ละจังหวัดโดยอาศัยปัจจัยด้านกฎหมาย ระเบียบข้อบังคับ สาธารณูปโภคพื้นฐาน รวมไปถึงพระราชบัญญัติการผังเมือง หลักจากนั้นได้กำหนดปัจจัยเชิงปริมาณคือ ปัจจัยค่าก่อสร้างท่อน้ำมันส่วนต่อเข้าคลังน้ำมัน ปัจจัยเชิงคุณภาพคือปัจจัยความเหมาะสมด้านสิ่งแวดล้อม ปัจจัยความพร้อมของระบบสาธารณูปโภค ปัจจัยความสามารถในการขยายพื้นที่คลังน้ำมัน ปัจจัยความปลอดภัยจากปัญหาน้ำท่วม และปัจจัยความสะดวกในการขนส่ง รวมทั้งหมด 6 ปัจจัยที่ใช้ในการพิจารณาเลือกทำเลที่ตั้งคลังน้ำมันที่เหมาะสม โดยให้ผู้เชี่ยวชาญ 6 ท่านประเมินเพื่อหาค่าน้ำหนักความสำคัญของแต่ละปัจจัย และค่าน้ำหนักความสำคัญของทางเลือกเทียบกันปัจจัยเชิงคุณภาพ หลักจากนั้นจะได้ทำเลที่ตั้งคลังน้ำมันที่เหมาะสมที่สุดในแต่ละจังหวัดออกมา ในส่วนการกำหนดปริมาณกักเก็บน้ำมันในแต่ละคลังน้ำมันคำนวณได้จากปริมาณความต้องการใช้น้ำมันในพื้นที่โดยรอบคลังน้ำมันรัศมี 200 กิโลเมตร
ผลจากการศึกษาจะได้ว่าทำเลที่ตั้งคลังน้ำมันในจังหวัดสระบุรีคือทำเลที่ตั้งในตำบลหัวปลวก อำเภอเสาไห้ โดยมีค่าน้ำหนักความสำคัญเท่ากับ 0.51 สูงที่สุดในทางเลือกทำเลที่ตั้งคลังน้ำมันจังหวัดสระบุรี ทำเลที่ตั้งคลังน้ำมันในจังหวัดลำปางคือทำเลที่ตั้งในตำบลแม่กัวะ อำเภอสบปราบ โดยมีค่าน้ำหนักความสำคัญเท่ากับ 0.428 สูงที่สุดในทางเลือกทำเลที่ตั้งคลังน้ำมันจังหวัดลำปาง ทำเลที่ตั้งคลังน้ำมันในจังหวัดขอนแก่นคือทำเลที่ตั้งในตำบลหินตั้ง อำเภอบ้านไผ่ โดยมีค่าน้ำหนักความสำคัญเท่ากับ 0.395 สูงที่สุดในทางเลือกทำเลที่ตั้งคลังน้ำมันจังหวัดขอนแก่น และปริมาณกักเก็บน้ำมันคลังน้ำมันสระบุรีเท่ากับ 12,408 ล้านลิตรต่อปี คลังน้ำมันลำปางเท่ากับ 4,676 ล้านลิตรต่อปี คลังน้ำมันขอนแก่นเท่ากับ 8,023 ล้านลิตรต่อปี
