วัตถุประสงค์ 1. เป็นศูนย์กลางแบบเบ

วัตถุประสงค์

1. เป็นศูนย์กลางแบบเบ็ดเสร็จที่มีการศึกษาทดลองและสาธิตในลักษณะสหวิทยาการเสมือนหนึ่งพิพิธภัณฑ์- ธรรมชาติที่มีชีวิต สำหรับราษฎรได้มีโอกาสเข้ามาศึกษาเรียนรู้แล้วนำไปปฏิบัติได้
2. เพื่อศึกษา ทดลอง วิจัย และพัฒนาตามแนวพระราชดำริ ด้านทรัพยากรน้ำ ป่าไม้ ดิน และระบบเกษตร รวมทั้งระบบนิเวศลุ่มน้ำห้วยฮ่องไคร้ และการจัดการลุ่มน้ำให้สามารถใช้ประโยชน์ได้อย่างเหมาะสม
3. เป็นศูนย์กลางข้อมูลการพัฒนา บูรนาการ และแลกเปลี่ยนข้อมูล บริการข้อมูลข่าวสารทั้งในด้านวิชาการ และเชิงปฏิบัติ เพื่อประยุกต์ใช้ได้อย่างเหมาะสม
4. ขยายผลการพัฒนาสู่ประชาชนในหมู่บ้านรอบบริเวณศูนย์ฯ และโครงการบริการการพัฒนาในระดับพื้นที่ ให้ดำรงชีวิตที่พออยู่พอกิน และสามารถพึ่งตนเองได้
5. พัฒนาและส่งเสริมการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม พื้นที่ลุ่มน้ำให้มีความอุดมสมบูรณ์และ สามารถใช้ประโยชน์ได้อย่างเหมาะสมตามแนวพระราชดำริ
เป้าหมายโครงการ
1. พัฒนาแหล่งน้ำให้มีน้ำเพียงพอสำหรับสนับสนุนงานศึกษาการพัฒนาด้านต่างๆ ของศูนย์ และจัดให้มีน้ำเพียงพอสำหรับการประกอบอาชีพเกษตรกรรมของราษฎร หมู่บ้านรอบศูนย์ ที่เหมาะสมร้อยละ 70
2. ศึกษารูปแบบการพัฒนาป่าไม้ที่เหมาะสมสำหรับพื้นที่ลุ่มน้ำภาคเหนือป้องกันรักษาป่าและควบคุมไฟป่าในพื้นที่ให้ได้ 100% ฟื้นฟูทรัพยากรป่าไม้ให้กลับคืนความอุดมสมบูรณ์และสร้างจิตสำนึกให้แก่ราษฎร โดยเฉพาะหมู่บ้านรอบศูนย์ ในการอนุรักษ์ทรัพยาการป่าไม้
3. ศึกษาพัฒนาวิธีการและรูปแบบการอนุรักษ์และน้ำที่เหมาะสมกับภูมิประเทศภาคเหนือตอนบน
4. ศึกษาและทดสอบการปลูกพืชต่างๆ ที่เหมาะสมทั้งพืชสวนพืชอุตสาหกรรมพืชผักพืชไร่ ข้าว และเห็ด
5. ศึกษาการอยู่ร่วมกันของพืชต่างๆ ในพื้นที่ต่างกับสภาพความเป็นจริง และคัดเลือกพันธุ์เพื่อบริการสู่เกษตรกร
6. ศึกษารวบรวมอนุรักษ์พันธุกรรมพืชที่หายาก
7.ศึกษาเกี่ยวกับการเลี้ยงโคนม พืชอาหารสัตว์ รวมทั้งสัตว์ปีก โดยเน้นการศึกษาการเลี้ยงโคนมที่เหมาะสมกับสภาพพื้นที่
8. ศึกษาเกี่ยวกับการเพาะเลี้ยงการอนุรักษ์และพัฒนาพันธุ์กบ และสัตว์ครึ่งบกครึ่งน้ำ ชนิดต่างๆที่พบในประเทศไทย
9. ศึกษาเกี่ยวกับการวางระเบียบการจับปลาในแหล่งน้ำ เทคนิคและส่งเสริมการเลี้ยงปลา
10. พัฒนาอาชีพและคุณภาพชีวิตของราษฎรหมู่บ้านรอบศูนย์ ให้มีอาชีพและรายได้ที่มั่นคง โดยมีรายได้เฉลี่ยไม่น้อยกว่า 80,000 บาท/ครอบครัว/ปี ตลอดจนมีพัฒนาการทางสังคมอยู่ในระดับสูงกว่าเกณฑ์ที่กำหนดไว้ในมาตรฐานของความเป็นขั้นพื้นฐาน (จปฐ.) ของทางราชการ
11. พัฒนาศักยภาพของคน ทางด้านจิตใจ ความคิด ให้เป็นคนดี มีคุณธรรม มีจิตสำนึกที่ดีต่อส่วนรวม มีการเรียนรู้อย่างต่อเนื่อง มีโลกทัศน์กว้าง และส่งเสริมให้มีสุขภาพอนามัยที่ดี
