ความเป็นมาของโครงการ :
หลักการบำบัดน้ำเสียโดยการกรองน้ำเสียด้วยผักตบชวา ตามแนวทฤษฎีการพัฒนาอันเนื่อง มาจากพระราชดำริ "บึงมักกะสัน"
บึงมักกะสันเป็นบึงขนาดใหญ่ที่อยู่ใจกลางกรุงเทพมหานคร ซึ่งการรถไฟ แห่งประเทศไทยได้ขุดขึ้น ในปี พ.ศ. 2474 เพื่อใช้เป็นแหล่งระบายน้ำและรองรับ น้ำเสีย รวมทั้งน้ำมันเครื่องจากโรงงานรถไฟมักกะสัน ทำให้บึงมักกะสันตื้นเขิน จากการตกตะกอนของสารแขวนลอย ครัวเรือน ซึ่งส่วนใหญ่ต่างก็ถ่ายสิ่งปฏิกูลและขยะมูลฝอยลงสู่บึงมักกะสัน จนเกิด ปัญหาภาวะสิ่งแวดล้อมเสื่อมโทรมและน้ำเน่าเสียกลายเป็นแหล่งเพาะเชื้อโรคแห่งหนึ่ง
