ความหมายของกฎหมาย

     กฎหมาย คือ กฎเกณฑ์ คำสั่ง หรือข้อบังคับที่ถูกตั้งขึ้นโดยรัฐหรือก็มีอำนาจสูงสุดเพื่อใช้เป็นเครื่องมือสำหรับดำเนินการให้บรรลุเป้าหมายอย่างหนึ่งอย่างใดของสังคม และมีสภาพบังคับเป็นเครื่องมือในการทำให้บุคคลในสังคมต้องปฏิบัติตามกฎเกณฑ์ คำสั่ง หรือข้อบังคับนั้น
