นอกจากนั้น ดร.ซุนยังได้ปรับปรุงลัทธิไตรราษฎร์ใหม่ให้สอดคล้องกับสถานการณ์ เรียกว่า “ลัทธิไตรราษฎร์แผนใหม่แห่งการปฏิวัติประชาธิปไตยของชนชั้นนายทุนประเทศกึ่งเมืองขึ้นว่า

๑. ลัทธิประชาชาติมีความหมาย ๒ ด้านคือปลดแอกตนเองจากการถูกครอบงำของบรรดาจักรวรรดินิยม และการปลดแอกประชาชนที่ถูกกดขี่ให้มีความเสมอภาคกัน

๒. ลัทธิประชาสิทธิ คือ ประชาชนทุกคนมีสิทธิเสมอภาคกันโดยถ้วนหน้า ไม่ใช่ปล่อยให้อำนาจถูกผูกขาดไว้กับกลุ่มบุคคลหรือชนชั้นใด แล้วใช้อำนาจนั้นย้อนกลับมากดขี่ประชาชน ต้องยึดอำนาจคืนมาจากคนขายชาติ สุนัขรับใช้จักรวรรดิินิยม และพวกขุนศึกบ้าอำนาจ

๓. ลัทธิประชาชีพ คือ การเฉลี่ยสิทธิที่ดินและควบคุมทุน ดึงที่ดินที่ถูกผูกขาดไว้ในมือคนกลุ่มน้อยของประเทศที่มีเพียงหยิบมือหนึ่งออกมาปันส่วน กระจายสิทธิการถือครองที่ดินทำกินให้คนส่วนใหญ่ของประเทศ “ชาวนาต้องมีที่นาเป็นของตนเอง” ต่อสู้กับทุนเอกชนที่ควบคุมชีวิตของประชาชนคนส่วนใหญ่ไว้ในมือ

กล่าวโดยสรุปก็คือ ลัทธิไตรราษฎร์แผนใหม่ หมายถึง “ประชาชาติมีเอกราช ประชาสิทธิมีเสรีภาพ ประชาชนมีชีวิตผาสุก” นั่นเอง

พรคคคอมมิวนิสต์มองว่าลัทธิประชาราษฎร์นั้นมีความแตกต่างจากหลักนโยบายปฏิวัติประชาชนของพรรคคอมมิวนิสต์จีน ดังนี้

๑. พรรคคอมมิวนิสต์จีนกำหนดเป้าหมายให้ประชาชนมีระบบการทำงาน ๘ ชั่วโมงต่อวัน และมีหลักนโยบายปฏิวัติที่ดินที่สมบูรณ์ ซึ่งลัทธิไตรราษฎร์ไม่มี

๒. การปฏิวัติของพรรคคอมมิวนิสต์จีนแบ่งเป็น ๒ ช่วงคือการปฏิวัติประชาธิปไตย และการปฏิวัติลัทธิสังคมนิยม ซึ่งลัทธิไตรราษฎร์ไม่มี

๓. พรรคคอมมิวนิสต์จีนใช้วัตถุนิยมวิภาษและวัตถุนิยมประวัติศาสตร์ ดต่ลัทธิไตรราษฎร์ใช้วิธีประวัติศาสตร์ประชาชีพ

๑๖ มิถุนายน ค.ศ. ๑๙๒๔ เมื่อ ๒ ปีก่อนดร.ซุนถูกเฉินจิ่งหมิงหักหลัง ยิงปืนใหญ่ใส่ทำเนียบจอมพลใหญ่ที่พำนักของดร.ซุน แต่วันนี้กลายเป็นวันเปิดโรงเรียนการทหารหวงผู่อย่างเป็นทางการ
