แนวพระราชดำริ :
เมื่อวันที่ 25 กุมภาพันธ์ พ.ศ.2525 พระบาทสมเด็จพระเจ้าอยู่หัวฯ ได้เสด็จพระราชดำเนินทรงเปิดเขื่อนนเรศวร และทรงเยี่ยมราษฎร ณ บริเวณเขื่อนนเรศวร บ้านหาดใหญ่ ตำบลพรหมพิราม อำเภอพรหมพิราม จังหวัดพิษณุโลก ได้พระราชทานพระราชดำริเกี่ยวกับงานชลประทาน ดังต่อไปนี้
1. ควรพิจารณาวางโครงบริเวณตอนเหนือของทุ่งสาน เพื่อจัดหาน้ำให้ราษฎรหมู่บ้านต่างๆ นอกเขตชลประทานทุ่งสาน ซึ่งเป็นพื้นที่บริเวณทุ่งสานตอนบน และตอนกลาง สามารถมีน้ำทำการเพาะปลูกได้ทั้งในฤดูฝน-ฤดูแล้ง และมีน้ำเพื่อการอุปโภคบริโภคสำหรับราษฎรหมู่บ้านต่างๆ ดังกล่าวตลอดปี นอกจากนั้นยังจะช่วยบรรเทาอุทกภัยสำหรับพื้นที่เพาะปลูกบริเวณทุ่งสานอีกด้วย
2. ควรพิจารณาวางโครงการและก่อสร้างเขื่อนเก็บกักน้ำแควน้อย ในเขตอำเภอวัดโบสถ์ จังหวัดพิษณุโลก โดยเร่งด่วน เขื่อนเก็บกักน้ำแควน้อยนี้ควรพิจารณาวางโครงการให้เก็บกักน้ำไว้อย่างเต็มที่ เพื่อการบรรเทาอุทกภัยในเขตลุ่มน้ำแควน้อยตอนล่าง และจัดหาน้ำสนับสนุนโครงการชลประทานพิษณุโลก และโครงการชลประทานเจ้าพระยาใหญ่ ให้ได้ผลอย่างสมบูรณ์ต่อไป สำหรับเขื่อนเก็บกักน้ำแควน้อยนี้ การพลังงานแห่งชาติกำลังศึกษาและจัดทำรายงานความเหมาะสมของโครงการอยู่ และจะได้ดำเนินการก่อสร้างต่อไป
3. ควรพิจารณาวางโครงการและก่อสร้างอ่างเก็บน้ำตามลำน้ำสาขาต่างๆ ของแควน้อยตอนล่าง บริเวณท้ายเขื่อนเก็บกักน้ำแควน้อย เพื่อจัดหาน้ำให้ราษฎรหมู่บ้านต่างๆ ในเขตอำเภอวัดโบสถ์ จังหวัดพิษณุโลก พื้นที่ประมาณ 19,000 ไร่ สามารถทำการเพาะปลูกได้ตลอดปี นอกจากนั้นยังจะช่วยบรรเทาอุทกภัยแก่พื้นที่เพาะปลูกบริเวณท้ายอ่างเก็บน้ำต่างๆ ดังกล่าวอีกด้วย
ในปี พ.ศ.2526 สำนักงานพลังงานแห่งชาติ ได้รับความช่วยเหลือจากรัฐบาลออสเตรเลียในการว่าจ้างบริษัทวิศวกรที่ปรึกษา REDECON AUSTRALIA Pty.,Ltd., ดำเนินการศึกษาจัดทำรายงานความเหมาะสมและศึกษาผลกระทบสิ่งแวดล้อมของโครงการ ซึ่งแล้วเสร็จในปี พ.ศ. 2530 ต่อมา ในเดือนกุมภาพันธ์ พ.ศ.2535 กรมชลประทานได้รับมอบหมายให้เป็นผู้ดำเนินการศึกษาโครงการเขื่อนแควน้อยต่อจากการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย เดือนกันยายน พ.ศ.2536 กรมชลประทานได้ว่าจ้างบริษัทที่ปรึกษา ได้แก่ บริษัท ปัญญาคอนซัลแตนท์ จำกัด บริษัท รีซอลส์เอ็นจิเนียริ่งคอนซัลแตนท์ จำกัด เพื่อศึกษาทบทวนความเหมาะสม และบริษัท เทสโก้ จำกัด เพื่อศึกษาผลกระทบต่อสิ่งแวดล้อมและการประชาสัมพันธ์ โดยดำเนินการแล้วเสร็จสมบูรณ์เมื่อเดือนพฤศจิกายน พ.ศ.2538
วันที่ 4 ธันวาคม พ.ศ.2538 ณ ศาลาดุสิตาลัย สวนจิตรลดา พระราชวังดุสิต พระบาทสมเด็จพระเจ้าอยู่หัวฯ ได้พระราชทานพระราชดำรัสตอนหนึ่งว่า “.....ส่วนที่พิษณุโลกก็มีน้ำไหลลงมาจากข้าง ๆ อีกสายหนึ่ง แควน้อยซึ่งจะต้องทำ....อันนี้ก็ยังไม่ได้ทำ ซี่งจะต้องทำ เพื่อเก็บกักน้ำที่มาจากอำเภอชาติตระการ อาจจะมีคนค้านว่าทำไมทำเขื่อนพวกนี้แล้วมีประโยชน์อะไร ก็เห็นแล้วประโยชน์ของเขื่อนใหญ่เขื่อนนี้ ถ้าไม่มี 2 เขื่อนนี้ ที่นี่น้ำจะท่วมยิ่งกว่า จะไม่ท่วมเพียงแค่นี้ จะท่วมทั้งหมด.....”
การออกแบบรายละเอียดโครงการแล้วเสร็จเมื่อเดือนสิงหาคม พ.ศ.2545 รายงานการวิเคราะห์ผลกระทบสิ่งแวดล้อมของโครงการได้ผ่านการพิจารณาตามขั้นตอนและคณะกรรมการสิ่งแวดล้อมแห่งชาติ มีมติเห็นชอบรายงาน เมื่อวันที่ 24 ธันวาคม พ.ศ.2545 และคณะรัฐมนตรีได้อนุมัติให้เริ่มดำเนินการก่อสร้างโครงการเขื่อนแควน้อย เมื่อวันที่ 21มกราคม พ.ศ.2546
วันที่ 16 พฤศจิกายน พ.ศ.2545 พระบาทสมเด็จพระเจ้าอยู่หัว เสด็จพระราชดำเนินพร้อมด้วย สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ไปในพิธีน้อมเกล้าฯ ถวายโครงการปลูกป่าถาวร จำนวน 1 ล้านไร่ เฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว เนื่องในวโรกาสทรงครองราชย์เป็นปีที่ 50 ในส่วนของบริษัท ปตท. จำกัด (มหาชน) ณ พื้นที่ป่าชายเลนแปลงปลูกป่า FPT 29 และ 29/3 อำเภอปราณบุรี จังหวัดประจวบคีรีขันธ์ ได้พระราชทานพระราชดำริให้ นายสุวิทย์ คุณกิตติ รองนายกรัฐมนตรี ให้พิจารณาความเหมาะสมในการดำเนินการก่อสร้างโครงการเขื่อนแควน้อย อำเภอวัดโบสถ์ จังหวัดพิษณุโลก กรมชลประทานจึงได้วางแผนงานที่จะดำเนินการก่อสร้างโครงการเขื่อนแควน้อยอันเนื่องมาจากพระราชดำริ จ.พิษณุโลก ในปี 2546 - 2554 ระยะเวลาดำเนินการ 9 ปี โดยในปี 2546 จะขอใช้งบประมาณจาก กปร. และใช้งบประมาณปกติก่อสร้างโครงการในปีต่อๆ ไปจนแล้วเสร็จ
