 ความเป็นมาของ อาเซียน +6

            ที่มาของแนวคิด "อาเซียน +6" นี้ เริ่มขึ้นครั้งแรกในระหว่างการประชุมรัฐมนตรีเศรษฐกิจอาเซียน-ญี่ปุ่น (AEM-METI) และ AEM+3 (จีน ญี่ปุ่น เกาหลี) ณ กรุงกัวลาลัมเปอร์ ประเทศมาเลเซีย เมื่อเดือนสิงหาคม พ.ศ. 2549 โดยญี่ปุ่นเสนอให้กลุ่มผู้เชี่ยวชาญภาควิชาการ (Track II) ของกลุ่มประเทศ East Asia Summit (EAS ประกอบด้วยอาเซียน จีน ญี่ปุ่น เกาหลี ออสเตรเลีย นิวซีแลนด์ และอินเดีย) ทำการศึกษาความเป็นไปได้ในการจัดตั้ง Comprehensive Economic Partnership in East Asia (CEPEA) ซึ่งเป็น FTA ระหว่างประเทศอาเซียน+6 (จีน ญี่ปุ่น เกาหลี อินเดีย ออสเตรเลีย และนิวซีแลนด์)

            ทั้งนี้ กลุ่มนักวิชาการได้ประชุมร่วมกันทั้งหมด 6 ครั้ง ระหว่างปี พ.ศ. 2550 – พ.ศ. 2551 ก่อนจะได้ผลสรุปว่า หากมีการจัดทำความตกลงการค้าเสรีระหว่างประเทศอาเซียน+6 (CEPEA) จะทำให้เกิดความสะดวกในด้านการค้าและการลงทุน ความร่วมมือทางด้านเศรษฐกิจ พลังงาน สิ่งแวดล้อม เทคโนโลยีสารสนเทศ

            เมื่อได้ข้อสรุปดังนี้ กลุ่มผู้เชี่ยวชาญจึงมีมติให้ศึกษาความเป็นไปได้เกี่ยวกับการจัดทำความตกลงการค้าเสรีระหว่างประเทศอาเซียน+6 (CEPEA) ในระยะที่ 2 โดยเน้นเรื่องความร่วมมือ (Cooperation), การอำนวยความสะดวก (Facilitation) และการเปิดเสรี (Liberalization) ที่จะช่วยสร้างความสามารถของประเทศสมาชิก เพื่อรองรับการเปิดเสรีภายใต้อาเซียน+6 (CEPEA)

            ทั้งนี้ ในการประชุมเมื่อวันที่ 13-16 สิงหาคม พ.ศ. 2552 กลุ่มผู้เชี่ยวชาญก็ได้ข้อสรุปว่า การจัดทำความตกลงการค้าเสรีระหว่างประเทศอาเซียน+6 (CEPEA) ควรให้ความสำคัญเรื่องความร่วมมือเป็นอันดับแรก พร้อมกับเน้นพัฒนาทรัพยากรมนุษย์ในแต่ละประเทศ รวมทั้งการถ่ายทอดเทคโนโลยี (Transfer of Technology) และสร้างความเข้มแข็งให้วิสาหกิจขนาดกลางและขนาดย่อม (SMEs) รวมทั้งควรพิจารณาจัดตั้งกองทุนเอเชียตะวันออก เพื่อช่วยรองรับโครงการความร่วมมือทางเศรษฐกิจที่จะเกิดขึ้น และสร้างพื้นฐานสำหรับการพัฒนาต่อไป
