โรงพยาบาลส่งเสริมสุขภาพตำบล (รพ.สต.) ทุกแห่งควรพัฒนาตามเกณฑ์คุณภาพเครือข่ายบริการปฐมภูมิ (Primary care Award; PCA) เพราะระบบเครือข่ายบริการปฐมภูมิที่ดีนำไปสู่บริการสุขภาพที่มีคุณภาพของหน่วยบริการปฐมภูมิ เป็นที่ยอมรับและพึงพอใจของประชาชน การวิจัยเชิงปฏิบัติการครั้งนี้ ศึกษารูปแบบการพัฒนาโรงพยาบาลส่งเสริมสุขภาพตำบล ตามเกณฑ์คุณภาพเครือข่ายบริการปฐมภูมิ ของอำเภอ ดงหลวง จังหวัดมุกดาหาร เก็บข้อมูลทั้งเชิงปริมาณและคุณภาพ การศึกษาแบ่งเป็น 3 ระยะ คือ การเตรียม การดำเนินการ และการประเมินผล โดยใช้วงจรคุณภาพ คือ การวางแผน (Plan) การดำเนินงานตามแผน (Do) การตรวจสอบ (Check) การปรับปรุงแก้ไข (Act) และการมีส่วนร่วม ในการดำเนินกิจกรรม
ผลการศึกษา พบว่า หลังการพัฒนาตามรูปแบบดังกล่าว ความรู้ของบุคลากร รพ.สต. อยู่ในระดับดี ( = 31.8) การดำเนินงานตามเกณฑ์คุณภาพ PCA อยู่ในระดับดี ( = 4.14) การมีส่วนร่วมอยู่ในระดับมาก ( = 4.14) รพ.สต. ทั้งหมด 9 แห่ง ผ่านเกณฑ์ประเมิน ขั้น 3 จำนวน 7 แห่ง (ร้อยละ 77.77) ได้รูปแบบที่เหมาะสมในการพัฒนา รพ.สต. ของอำเภอดงหลวง คือ DONGLUANG Model ดังนี้ การถ่ายทอดเพื่อนำไปปฏิบัติ (Deployment), การกำกับดูแลตนเองที่ดี (Organizational Governance), การทำงานเป็นทีม เป็นเครือข่าย (Network), การมีเป้าหมาย (Goal), การเป็นองค์กรแห่งการเรียนรู้ (Learning Association), การนำไปใช้เพื่อเกิดประโยชน์ (Utilization), การถอดบทเรียนร่วมกัน (After Action Review), การบริการปฐมภูมิแบบใหม่ (New Primary Care), การบริหารจัดการโดยหลักธรรมาภิบาล (Good Governance)
รพ.สต. ควรมีการพัฒนาตามรูปแบบอย่างต่อเนื่อง เพื่อให้เกิดมาตรฐานคุณภาพบริการอย่างยั่งยืน ต่อไป
